Description

Job Summary

Under the direction of the Chief Financial Officer or designee, the Fiscal Grant Specialist is responsible for coordinating the financial management of all partners of the H-1B One Workforce program grant. Duties include expense reporting, quarterly forecast reporting, reviewing source documents, and the coordination of fiscal monitoring responsibilities. This position is responsible for the preliminary preparation of federal reporting and facilitation of all financial reporting information exchanges between SEMCA and the H-1B One Workforce partners. This role provides technical support to partners relating to grant financial compliance and reporting and is responsible for ensuring federal grant programs are operated in compliance with regulations and grant funder requirements.

 

Essential Duties and Responsibilities

  • Maintain and implement policies and procedures to ensure that the agency/grantee and its sub-grantees activities comply with laws, regulations, and funder requirements related to the program
  • Train and provide fiscal technical assistance to staff and sub-grantees on compliance policies and procedures
  • Lead the fiscal preparation for audits by the funder, auditors, and other relevant parties
  • Assist in the management of all phases of post-award grants and contracts administration, including monitoring award compliance, budgets, and reviewing and approving expenses
  • Perform quarterly internal audits
  • Maintain audit tools such as risk assessments, audit report templates, and audit/monitoring guides, and monitor the sub-grantees on these items
  • Perform external audits on sub-grantees
  • Identify and explore opportunities for continuous quality improvement in departmental services
  • Lead departmental process improvement working groups, prepare and/or reviews and provide feedback on department policies and procedures, manuals, and guidelines, as requested
  • Create and monitor corrective action plans, as needed
  • Other duties as assigned by supervisor
