Description

POSITION SUMMARY

The incumbent is responsible for the coordination, implementation, and completion of specific projects ensuring consistency with company strategy, commitments, and goals, while providing technical direction and ensuring compliance with quality standards. Coordinates the construction efforts through in-house and contract labor for new construction and rebuilding projects; responsible for construction personnel safety and the quality of work performed; mediates between contractors, workers and senior project managers; and carries out the inspection of construction site and material, keeps a tab on the documentation, generates and updates the project files and reports. Prepares designs, specifications and estimates, conducts preliminary site investigations to obtain baseline data, and then prepares design criteria for smaller or less complex portions of the projects including additions and renovations to existing structures or landscapes.

ESSENTIAL FUNCTIONS

  1. Monitor all phases of a project and promptly address any changes to the original scope of services and the impact to the project schedule and budget. Continually assessing project needs and resources available to complete the project successfully. Plan workflows, conduct statistical production/project studies, and analyze production costs
  2. Designs, modifies, develops, and writes specifications. Prepares, designs concepts and ability to convey ideas and formulate working drawings using CADD and project management/scheduling software programs such as MS Project and Primavera Systems and to communicate using PowerPoint presentation. May convert the designs of engineers and architects into technical drawings and plans.
  3. Evaluates state-of-the-art scientific and environmental/engineering technologies and incorporates into the planning, design, operation, maintenance, repair, and upgrade of installation natural and built infrastructure. Plans, conducts, and records side/facilities surveys, inspections, and coordinate with other engineering disciplines, contractors, and vendors.
  4. Make determinations and provide recommendations addressing new project schedules and/or feasibility of pre-determined schedules. Provide accurate project documentation/record maintenance throughout the project. Maintain all historical data on projects for future projections and project budgeting.
  5. Administer purchase orders for materials and supplies, including verification of invoices, with approval of Director of Facilities Management. Tracks and reports team hours and expenses on a weekly basis. Maintain databases using various applications, providing reports and data upon request.
  6. Ensure that construction activities move according to predetermined schedule. Communicate effectively with the contractors responsible for completing various phases of the project. Coordinate the efforts of all parties involved with the project, which include the architects, consultants, contractors, sub-contractors and laborers, so that there can be a maximum utilization of the human resource at disposal
  7. Monitor the progress of the construction activities by periodic inspection and hold regular status meetings with all the sub-teams. Monitors and reports progress, problems, and solutions of the project to the Director of Facilities Management.
  8. Present final project report, handover project documentation, release project resources and conduct project review with the Director of Facilities Management. Shall identify key factors that led to the completion of the project and those that were not beneficial for the project, so that it can be avoided in the future.
  9. Complies with the established Hospital Standards for Life Safety and Joint Commission Standards. Ensure setting up of safety measures during construction
  10. Plans, conducts, and records side/facilities surveys, inspections, and coordinate with other engineering disciplines, contractors and vendors.
  11. Attend meetings as arranged by Leadership, Supervisors, and Health Officials as required.
  12. Supervising and overseeing construction personnel with renovation, remodeling and new construction.
  13. Supervising and overseeing personnel and assigning work orders, keeping up with PM regarding doors and locks at Hospital, Housing, and construction projects.
  14. Directly overseeing each project budget and staying within project budget; however, if extending project budget, Project Manager must submit recommendation in advance to Director of Facilities Management.
  15. Ensure proper PPE is always worn while on duty including but not limited to face mask, gloves, gown, NIOSH-approved N95 filtering respirator or higher (if available), and eye or face shield.
  16. Complete all donning and doffing tasks in a safe acceptable method and discard of used PPE accordingly. (See CDC website for most current updates).
  17. Complete task training for all routine cleaning and decontamination processes for all surfaces contaminated by a communicable disease to ensure a high level of patient, visitor, employee, and external customer satisfaction.
  18. Ensure all “red zone” tasks and call backs are per House Supervisor’s and Department Manager’s PPE requirements.
  19. Performs other duties as assigned.

MENTAL AND PHYSICAL EFFORT

Physical:

Work requires prolonged walking, standing, reaching, kneeling, crouching, twisting, bending and carrying, with occasional medium to heavy lifting. Work involves prolonged lifting up to 100 lbs. and frequently over 100lbs. Must be able to frequently push/pull over 100lbs and ability of prolonged pushing/pulling up to 75 lbs. Sensory requirements involve far vision, near vision, depth perception, seeing fine details, hearing normal speech, hearing overhead pages and using the telephone. Must have ability of frequent simple/firm grasping and fine manipulation of both hands. Requires availability for responding to emergencies at night (sleep may be disrupted).

Mental:

Exercise independent judgment to ensure high standards for facility safety and accessibility, which significantly impacts the environment for patient care and services; may deviate from existing department or corporation practices to resolve operating problems. Work involves prolong ability to cope with high level of stress, make decisions under high pressure, manage altercations, concentrate, handle multiple priorities in stressful situation, work alone, demonstrate high degree of patience and work in areas that are close and crowded as well as ability to frequently cope with anger/fear/hostility of others in a calm way, handle high degree of flexibility and adapt to shift work. Must accept a flexible work schedule to meet unit needs.

 
Position Requirements

NECESSARY QUALIFICATIONS

Education:

  • Must have a Bachelor’s Degree in Construction Management, Engineering and/or related construction field

Experience:

  • Three (3) years of direct work experience in construction projects with participation of project management team
  • Three (3) years of experience in practical work related to engineering
  • Demonstrated experience in strategic planning, risk management, and people management with use of project management software, techniques, and/or tools

Other Skills and Abilities:

A record of satisfactory performance in all prior and current employment as evidenced by positive employment references from previous and current employers. All employment references must address and indicate success in each one of the following areas:

  • Positive working relationships with others; efficient team management skills
  • Possession of high ethical standards and no history of complaints
  • Reliable and dependable; reports to work as scheduled without excessive absences.
  • Good communication (verbal and written) and interpersonal skills
  • Ability to resolve conflicting situations; effective problem-solving skills
  • Knowledge of safety, security, OSHA, EPA, EEO regulations, practices, and procedures
  • Knowledge of multi-disciplinary engineering principles, theories, concepts, practices, standards, methods, techniques, materials, and equipment
  • Ability in managing job/project sites with trade contractors and multiple employees
  • Must have a current and valid state driver’s license with no restrictions
