Service Coordinator - Admin Assistant - DSP

Our ever-growing EMPOWER program has an immediate Full-Time opportunity for a Service Coordinator to join their team in Elizabeth City.  The schedule is  Mon.-Fri., 9:30 am -5:30 pm, with occasional evenings or weekends based on special events.


This position is responsible for supervision of developmental disabilities services for children and adults enrolled in the Empower recreation and development of Transition programs. This position is responsible for ensuring best practices, supports based on the personal outcomes of the individual and or family, and compliance with all state, federal, and agency standards as required for assigned services. This position will be a train the trainer and will oversee staff training and provide administrative and direct support as needed.  

  • Ensures the appropriate development of person-centered plans and the implementation of these plans during conducting intake activities for all assigned participants. 
  • Ensures the appropriate development of short-range goals and reports on progress towards those goals to the specified program coordinator and/or site director.  Utilizes natural supports and available resources to meet individualized needs of participants. 
  • Ability to enter, update and maintain current information on both participants and staff into identified software ( Welligent, Relias, HRIS, Time and Attendance platform, etc.) 
  • Collaborates with internal and external services to assure continuity across services for the support and meaningful interactions for the participants and their families.   
  • Monitors all required documentation to ensure local, state, federal, and agency requirements are met.   
  • Monitors documentation of direct care services is completed and billed in a timely manner. 
  • Ensures quality services that support individuals to achieve personal outcomes. Protects the rights and ensures the health, safety, and welfare of the individuals we support. 
  • Coordinates and ensures that any check requests, billing processes, or reconciliations are done in a timely manner or by given time frame. 
  • Collaborates with MCO and other entities to ensure supports are developed based on the desires of individuals.  
  • Maintains knowledge and be able to apply knowledge to assist with billing and following regulations as identified in the Innovations Waiver, Medicaid, and other North Carolina funding sources.  
  • Attends Care Coordination meetings at the request of families. 
  • Ensures trainings are in place to maximize staff development.  
  • Reviews and inputs incident reports into Welligent.  Notify supervisor of immediate concerns and otherwise by end of the next business day for non-emergent incidents.  
  • Provides coaching, role modeling, and counseling to staff as needed for optimal job performance. 
  • Ability to assist with coverage of other service areas, including Recreation Paraprofessional, as needed to assure services can be provided without disruption. 
  • Supports Empower management by ensuring necessary authorizations are in place before supports begin or continue ensuring that direct care professionals are working appropriate schedules.  
  • Provides and coordinates training and ensures all training requirements for direct care professionals are met.  
  • This position will assist leadership in supervising staff including hiring, coaching, and progressive discipline. 
  • Ensures staff and children’s records are complete and in compliance with requirements. 
  • Must be able to travel to other Empower sites and assist other locations as needed to cover services.  This includes up to spending work day or days at off-site locations. 
  • Continue development of own professional growth through staff education, assigned Relias Training, and educational conferences. 
  • Maintain required certifications as requested including SNAPS, CAT, and First Aid/CPR. 
  • Conducts internal audits and facilitates Peer Reviews.  
  • Follows and assures compliance with all Easterseals Policies and Procedures. 
  • Demonstrates Easterseals valued behaviors of Accountability, Commitment, and Caring as appropriate to the position. 
  • Protects the rights of those persons served and supports the right to dignity, humane care, and freedom from abuse, neglect, exploitation, and mistreatment. 
  • Ensures completion of required training within prescribed timeframes for self. 
  • Performs related duties as requested including administrative support and directs support of participants.
Position Requirements


  • Bachelor's degree from a college or university accredited by an entity approved by USDOE or CHEA.
  • Two (2) years experience working with children and adults with Intellectual and/or Developmental Disabilities and meet qualifications for Qualified Professional and/or Therapeutic Recreation Certification. 
  • Preferred experience with medical billing and knowledge of Innovations Waiver, Medicaid, and other North Carolina funding sources.
  • Must have a valid, unrestricted, state-appropriate driver’s license and personal vehicle insurance.
  • Satisfactory criminal background check and acceptable motor vehicle record.
