Description

SUMMARY: Assists with the development, implementation, administration, and maintenance of Government contract compliance systems and controls, including but not limited to policies and procedures, education and training, internal review, and external audit response. Assists with compliance to all applicable Federal Acquisition Regulations (FAR), the Defense Federal Acquisition Regulation Supplement (DFARS), other Agency FAR Supplements, and relevant flow down requirements from Federal, State and Local Government funded contracts. Conducts internal reviews focused on Government internal controls, asset safeguarding, and compliance with procedures, regulations and laws. Manages and administers Government contracts and subcontracts.

ESSENTIAL DUTIES AND RESPONSIBILITIES:

Government Compliance

  • Advises the Director of Contracts Administration on Government contracts and compliance issues
  • Advises and provides guidance to assist management with Government contracts compliance efforts
  • Assists in the administration and maintenance of compliance and Government contract compliance systems and controls, including but not limited to; written standards, policies and procedures, monitoring, and education and training
  • Prepares Government contract compliance training materials, conducts training
  • Ensures compliance with the Federal Acquisition Regulations (FAR), the Defense Federal Acquisition Regulation Supplement (DFARS), other Agency FAR Supplements, and relevant flow down requirements from federal, state and local Government funded contracts
  • Assists with Government contract compliance submissions and certifications, including Representations and Certifications, and Small Business Subcontracting Plans and Reports, Cost or Pricing Data, Data other than Cost or Pricing Data, and other required submissions and certifications
  • Conducts Government contract compliance and other compliance related risk assessments
  • Coordinates external Government contract compliance audits and responses to Government inquiries
  • Assists in the resolution of Government contract compliance issues
  • Keeps up to date on current Government contract compliance issues and best practices and emerging requirements
  • Conducts Government Compliance reviews of Requests for Proposal (RFPs) and Solicitations

Contract Management and Administration

  • Primary contact for Government Contracting Officers, Contracting Specialists and Contracting Officers Representatives (CORs)
  • Assists with the development of negotiation strategy and assistance with complex contractual issues
  • Inputs and maintains contract documents in the contract management software system
  • Processes contract awards and modifications
  • Administers contract terms, conditions, and flow downs
  • Monitors contract reporting and deliverable requirements
  • Monitors contract funding /coordinates funding
  • Administers contract closeout
  • Coordinates the processing and execution of contracts related agreements
  • Inputs and maintain subcontract documents in appropriate folders in Box

Subcontract Management and Administration

  • Leads negotiations
  • Processes subcontract awards and modifications
  • Applies appropriate subcontract terms, conditions, and flow downs
  • Inputs and maintain subcontract documents in appropriate folders in Box
  • Monitors subcontract reporting, deliverable requirements, and funding

EDUCATION:

  • Bachelor’s Degree, Post-graduate degree or certificate in Contract Management or other formal education related to law, government contracting compliance or corporate compliance preferred

WORK EXPERIENCE:

  • Minimum of 5 years of related experience and/or training; or equivalent combination of education and experience; familiarity with Federal Acquisition Regulations (FAR), Defense Federal Acquisition Regulations Supplement (DFARS) and other Agency FAR Supplements preferred.
