GENERAL PURPOSE

Under administrative direction of the Chief Executive Officer, plans and directs all administrative, marketing and contracting activities for the organization's President, CEO, and/or Board of Directors. Demonstrates expertise in a variety of the field's concepts, practices, and procedures. Relies on extensive experience and judgment to plan and accomplish goals. Performs a variety of tasks. Leads and directs the work of others. A wide degree of creativity and latitude is expected.

DISTINGUISHING CHARACTERISTICS

This is an at-will management position within the Executive Office of Administration and is  responsible for providing oversight between the CEO, Board of Directors, Board subcommittees, Senior Leadership, employees and stakeholders.  This positions serves as a conduit between the Home Office and programs as well as between the CEO and the Board of Directors.

The class is distinguished from the Office Manager position by the overall level of responsibility, accountability, and business acumen of the Chief of Staff.

ESSENTIAL DUTIES AND RESPONSIBILITIES – (ILLUSTRATIVE ONLY)

  • Assists the CEO in serving as support to the Board of Directors and various Sub Committees.
  • Develops and recommends department goals, objectives, performance plans, measures, work plans and standards.
  • Develops policies and strategy, ensuring legal and policy compliance and consistency in Home Office administrative services.
  • Oversees the activities of the department through; Coordinates and integrates overall department activities to improve customer service; Ensures effective communication within the department, with programs, the Board, and other stakeholders.
  • Collaborates with management and staff in planning, promoting, conducting, and reporting organization-wide performance assessment and improvement; reviews performance improvement indicators.
  • Plans, organizes, and directs the work of direct reports; Serves as a coach and mentor for direct reports; Facilitates and fosters an atmosphere of learning and innovation and the develop management skills.
  • Acts as an adviser to the CEO and Senior Leadership; Assists the CEO in facilitating effective decision-making processes; Coordinates the execution of strategic initiatives that align with the mission and vision of the organization.
  • Assesses inquiries directed to the CEO, determines the proper course of action, and delegates to the appropriate individual to complete; Development of draft communication on behalf of the CEO and/or research in support thereof; Proactive identification of issues that could impact the successful execution of the CEO’s commitments.
  • Ensures staff issues are addressed properly, efficiently and judiciously, and tracks resolution processes.
  • Budget administration and management over assigned programs;
  • Other duties as assigned.

Knowledge of:

  • Technical understanding of a broad range of organizational functions.
  • TPCP procedures, rules and regulations.
  • Federal and state fair employment laws, regulations and related legislation including Equal Employment Opportunity, Americans with Disabilities Act and FEHA, Fair Employment Act, ADEA, FMLA/CFRA, etc.
  • TPCP organization, operations, policies and mission.
  • Principles and practices of leadership and management, including program planning, implementation and evaluation; goal setting; personnel management; budgeting and fiscal administration; and contract management.
  • Theory and practices of organization analysis, organization behavior and systems, effective group leadership, conflict resolution and problem solving.
  • Functions and operations of a non-profit entity.
  • Functions and office operations.
  • Modern technology, systems and computer applications related to the work.
  • Research methodology, policy development, report writing and basic statistical techniques.

Ability To:

  • Assist in directing and coordinating all aspects of the administration of assigned programs.
  • Provide leadership skills, ingenuity, consensus building, and independent analysis.
  • Develop, recommend, implement and interpret goals, objectives, policies, procedures, and internal controls through best management practices.
  • Plan, organize and direct the work of staff through direct and indirect supervision; encourage and provide for staff's professional development.
  • Delegate and provide administrative direction to management staff including coordinating activities of all divisions and functions.
  • Analyze complex situations, assess alternatives and administer relevant policies, recognize consequences of proposed actions, negotiate mutually satisfactory solutions to problems, and implement or ensure implementation of recommendations.
  • Direct, develop and implement organization-wide strategies.
  • Effectively communicate, both orally and in writing, including making presentations of recommendations and policies to stakeholders in a manner that garners concurrence and cooperation through discussion and persuasion.
  • Develop, document, and improve work procedures, processes and systems.
  • Direct the preparation of and/or prepare clear and comprehensive reports, correspondence, policies and other written materials.
  • Establish and maintain effective working relationships with those contacted in the course of the work, including County officials and managers, governmental agencies, community, business and other groups, employees, clients, and members of the public.
  • Ability to get to multiple locations, typically by car.

Schedule: Monday - Friday 8:00 am - 5:00 pm; overtime when needed

 
Position Requirements

MINIMUM QUALIFICATIONS AND CERTIFICATIONS & LICENSES

Education, Training and Experience

A typical way of obtaining the knowledge, skills and abilities outlined above is through graduation from an accredited college or university with a master’s degree in public or business administration or a related field; and, ten (10) years of experience performing the duties outlined above in a mental health or similar type of public or private agency, five (5) years of the required experience must have been in a supervisory capacity. 

Licenses; Certificates; Special Requirements:
 

  • California driver’s license & current vehicle insurance/registration if driving; and,
  • Reliable means of transportation capable of passing vehicle safety inspection if more than five years old excluding all modes of two-wheeled transport inclusive of bicycles, mopeds and motorcycles.
