Assistant Fire Chief 

Salary $84.714.00 (based on qualifications) EOE & DFW  
Position Requirements

Detailed knowledge of fire suppression methods, travel of fire, flame propagation, effects of building construction on fire spread, and other technical aspects affecting fire control firefighting methods and equipment; the principles and practices observed in progressive fire and emergency medical service management and supervision, incident command, fire suppression, hazard mitigation, and fire prevention; operating and mechanical principles of emergency medical apparatus, fire apparatus and equipment; safety methods and precautions involved in the operation of these apparatus and vehicles; federal, state and local laws and regulations governing the operation of emergency medical apparatus, fire apparatus and vehicles on public roads and rights-of-way; cardiopulmonary resuscitation, advanced emergency medical technology and procedures; International Fire and Building Codes and accompanying State of Georgia regulations; the geography of the County and surrounding area; specialized communications equipment; various building construction techniques and the consequence of each type on fire suppression and prevention activities; and approved procedures and policies for hazardous or toxic materials storage, transport and clean-up.

Plan and schedule the work of others; skillfully and safely provide incident command mentoring; work under stress and use good judgment in emergency situations; tactfully respond to requests and inquiries from the general public; oversee and assist in resolving a variety of situations characterized by conflict or danger; operate specialized emergency communications equipment; participate in providing basic emergency medical services and using specialized medical equipment such as AEDs; prepare and safely operate department vehicles, apparatus and other emergency equipment; establish and maintain cooperative working relationships with those contacted in the course of work including coworkers, supervisors, County and other government officials, community groups and the general public; interpret and apply applicable federal, state and local policies, procedures, laws and regulations; work irregular hours including weekends, holidays and extended hours in emergency, disaster or other situations influenced by workload or staffing difficulties; communicate clearly and concisely in English, both orally and in writing; and maintain physical condition appropriate to the performance of assigned duties and responsibilities.

Education and Experience

Minimum preferred education is a bachelor’s degree (B.A.) from a four-year college or university with a course work in Fire or EMS Management, or related management field. A minimum  management/supervisory level experience at the level of Battalion Chief (two bugle position). Persons serving in an administrative chief officer role for 2 or more years will be considered highly qualified candidates.

Physical Requirements

This work requires the regular exertion of up to 10 pounds of force, frequent exertion of up to 25 pounds of force and occasional exertion of up to 100 pounds of force; work regularly requires speaking or hearing and using hands to finger, handle or feel, frequently requires standing, walking, reaching with hands and arms, pushing or pulling and repetitive motions and occasionally requires sitting, climbing or balancing, stooping, kneeling, crouching or crawling, tasting or smelling and lifting; work requires close vision, distance vision, ability to adjust focus, depth perception, night vision and peripheral vision; vocal communication is required for expressing or exchanging ideas by means of the spoken word and conveying detailed or important instructions to others accurately, loudly or quickly; hearing is required to perceive information at normal spoken word levels and to receive detailed information through oral communications and/or to make fine distinctions in sound; work requires preparing and analyzing written or computer data, visual inspection involving small defects and/or small parts, using of measuring devices, operating machines, operating motor vehicles or equipment and observing general surroundings and activities; work occasionally requires wet, humid conditions (non-weather), working near moving mechanical parts, working in high, precarious places, exposure to fumes or airborne particles, exposure to toxic or caustic chemicals, exposure to outdoor weather conditions, exposure to extreme cold (non-weather), exposure to extreme heat (non-weather), exposure to the risk of electrical shock, exposure to vibration, wearing a self-contained breathing apparatus and exposure to blood borne pathogens and may be required to wear specialized personal protective equipment; work is generally in a moderately noisy location (e.g. business office, light traffic).

 

Special Requirements

  • Valid Ga. Driver license
  • Preferred Chief Fire Officer Credentialing from Georgia or Center for Public Safety Excellence or willing to obtain credentialing within a year of hire
  • NPQ Firefighter 1 and 2 within a year of hire, NPQ Fire Officer I and/or Fire Officer II within two years of hire
  • Emergency Medical Technician (Paramedic Preferred)

Description

The Assistant Chief assists the Deputy Fire Chief in planning, organizing, and directing the operations and programs of the Fire Department. This person oversees the department’s response to fire, emergency medical services, specialized rescue, hazardous materials and other incident responses utilizing an all hazards approach to mitigation, ensuring the best possible control in emergency situations in order to protect the lives and property of those in need of assistance; and to perform related technical, administrative and supervisory work as required. Works within broad policy and organizational guidelines and does independent planning, implementation and interpreting and applying policies, rules and regulations, reporting progress of major activities through periodic conferences and meetings.

Essential Functions

Supervises, directs and evaluates assigned staff, handling employee concerns and problems, directing work, counseling, disciplining and completing employee performance appraisals.

Evaluates and troubleshoots services for effectiveness and efficiency, making recommendations to the Deputy Fire Chief for improvements and carrying out the Fire Chief’s directives.

Monitors external and internal customer service to ensure that the public receives exemplary services and that all employees are properly supported in their needs, including fair and impartial treatment.

Ensures an open line of internal communications for all personnel through proper channels and responsiveness to employee and supervisory concerns alike.

Oversees evaluative processes that look for ways to better serve the community through non-traditional services and ensures that new services are professionally implemented and set high standards.

Oversees the development, implementation, and evaluation of the standard operating guidelines.

Addresses neighborhood associations, civic clubs and other groups regarding fire protection and rescue services to promote public understanding and prevention of fires and accidents.

Serves as liaison to other agencies to maintain mutually beneficial professional relationships and to ensure effective interagency emergency operations.

Coordinates homeland security measures for response division, ensuring that the department is involved in all applicable planning, training and exercises.

Assists in planning, organizing, directing, and evaluating emergency medical services, fire suppression, fire prevention & community risk reduction, and specialized rescue programs.

Assists the Deputy Fire Chief in supervising directly or in-directly all the field division’s employees.

Interprets service needs regarding available technology and provides direction to the department in the implementation of appropriate technologies. This involves adaptive changing of department policies to match new technology.

Reviews expenditures and monitors budget compliance.

Responds to major incidents to provide senior leadership aimed towards coordinating mitigation, evaluation of operations and to provide liaison to other agencies, citizens and the news media. Makes decisions outside of established policies in fluid emergency situations, applying professional knowledge and experience to service needs and available resources.

Make recommendations for specifications for new equipment and apparatus.

Assists in directing the development of programs for the training and development of personnel.

Serves as acting Deputy Fire Chief or Fire Chief in the Chief’s absence. Represents the Fire Chief at County, State and national functions.

Performs general administrative work as required, including but not limited to preparing reports and correspondence, preparation and revision of policy and operations guidelines, copying and filing documents, entering and retrieving computer data, reviewing mail and literature, attending and conducting meetings, approving department payroll etc.

Attends required training courses and seminars; attends conferences, conventions, and other meetings to remain knowledgeable of modern fire, emergency medical services management, and rescue service methods and administration.

Remains available 24 hours per day, seven days per week, for emergency response.Performs other duties as assigned.
