Job Description

The General Clerk III will provide administrative support services for USDA NRCS. Work must be completed in accordance with NRCS Wisconsin policies, procedures, and the local Field Office Technical Guide (FOTG) requirements. NRCS will train contractors on agency and government equipment, software, programmatic systems, programmatic procedures, etc.

The General Clerk III will provide Farm Bill (FB) administrative support associated with properly processing a FB application; ranking, pre-approval, and approval workload; and proper contract management regarding payment processing, scheduling, and associated correspondence. w The General Clerk III will also assist with human resource management, property and procurement, and financial management tasks.

Function as an Area Lead for General Clerk IIIs in your geographic area.

 
Position Requirements

Roles and Responsibilities

  • Tracks Farm Bill contracts and technical service provider projects; reviews and assembles documentation and certification required for contracts and payments. Examines files to confirm that information on each document is complete and corrects obvious errors as needed. Enters contract data into agency-specific software programs and prepares reports.
  • Processes applications and certifications of eligibility: reviews payment requests and verifies payment documents to ensure complete information is provided and all data is added to the files or matched properly. Analyzes problems with applications and takes remedial actions. Recommends changes in procedure when necessary to prevent recurrence of similar problems that may delay obtaining certifications of eligibility. Drafts and finalizes, upon NRCS supervisor review, contract administration letters and documents related to status reviews, contract implementation, contract modifications, and potential cancellations or terminations. Brings files up-to-date and maintains contract documents in case files. Assists staff with planning workload by developing customer files and attributing land base in conservation desktop. Provides resource information to customers, including soils maps, aerial photographs, and confirmations.
  • Establishes schedule for regular visits to field offices and develops a quality review process for use by field offices to assist landowners. Works to assure that necessary information is available in a timely manner by answering questions involving established policy or routine matters. Works with customers to help them understand what documentation is necessary to support payment requests.
  • Provides a variety of administrative information to landowners and other program participants as needed, such as specific program and eligibility requirements; guidance on completion of required program application materials; and explanations regarding contract payment processes and paperwork requirements.
  • Assists agency staff with program documentation, including but not limited to preparing and processing documents and correspondence. checking documents for accuracy and completeness, gathering information, reconciling payment documents, recording data, establishing, and maintaining files, and transmitting information.
  • Assists agency staff with various accounting functions such as processing actions related to unfilled customer orders. This will include reviewing, monitoring, and tracking billing and collections of the agency’s receivables.
  • Assists staff with purchasing, records management and correspondence, mail management and distribution, and other administrative services in support of any NRCS program or operation. Assists staff with preparing reports and answering inquiries. Gathers data for reports, inputs information into databases and helps with special projects.
  • Reviews and verifies technical and professional materials prepared by staff specialists for format and grammatical accuracy, including interpretative materials, technical reports, memorandums, advisory notices, and technical notes.
  • Maintains office files, manuals, handbooks, and reference library, both paper and electronic, according to NRCS and department guidelines and requirements.
  • Answers telephone and greets visitors.
  • Uses a variety of computer hardware and software applications and small office machines, to include agency specific software such as SharePoint, Pro Tracts, NEST, Conservation Desktop, CART, FA Tracker, Document Management System (DMS), BOX/OneSpan, and locally developed Excel databases to extract information needed to develop reports related to scheduling, program tracking, and balancing of funds committed and expended.
  • Some interaction with the public in an office setting. Will work directly with conservation partners, program technicians in the Farm Service Agency (FSA), and NRCS Field Office personnel. Provides a variety of information to program applicants and participants, such as specific program and eligibility requirements, guidance on completion of required program applications, Adjusted Gross Income (AGI), and System for Award Management (SAM).
  • Reviews applications for Farm Bill programs to ensure required information and forms are present and gathers items that are missing to create a complete application package. Determines that correct signatures are in place on applications.
  • Data entry regarding processing contract documents and actions for approved contracts. Monitors and tracks commencement and expiration of contracts, contracts behind schedule, and contracts that have not completed a practice in the first year and prepares modification, termination, waiver, and annual practice reminder letters for signature. Processes annual contract reviews and various audits. Prepares documents for contract appeals and provides documents with open obligation audits. Monitors payment error rates and works to eliminate them.
  • Demonstrates the use of appropriate language to communicate ideas in words and print based on the audience and situation.
  • Provides inputs to a Monthly Activity Report that includes a detailed synopsis of work performed during the previous month.
  • Contractor employees must identify themselves as "contractor(s)" during the designated hours of performance. This includes identifying themselves in email correspondence under the signature block
  • Travel to other NRCS offices may be required on occasion. The purpose of the travel may be to provide assistance to that office, attend localized training, or support ongoing projects. Instances of offsite travel will be limited to same day travel. When same day travel is required, the contractor will be allowed to use GOV fleet vehicles. Training and prerequisites will be required (i.e. holding a valid state-issued driver’s license, etc.) Use of GOV fleet vehicles shall be approved by the Area Office or Field Office Manager.
  • Area Lead Duties
    • Verify that the General Clerk IIIs in your area have correctly recorded time
    • Consolidate inputs for the Monthly Activity Reports from the General Clerk IIIs in your area and forward them to the Task Leader
    • Coordinate NRCS training on agency equipment, software, programmatic systems and procedures and annual USDA Security Awareness and Rules of Behavior training for General Clerk IIIs in your area
    • Maintain a staffing roster so it contains accurate contact and training completion information, established working hours, and forecasted time off for the General Clerk IIIs in your area
    • Record and update risks
    • Keep the Task Leader apprised of issues and risks
    • Capture lessons learned and suggested system/process improvements
    • Disseminate guidance to General Clerk IIIs in your area during inclement weather

Minimum Qualifications

  • Must possess and maintain a state issued driver’s license. Any violations must be noted before use of Government Vehicle
  • Proficient in word processing
  • Knowledgeable and experienced in utilizing a variety of computer hardware and software applications, such as Microsoft Windows, Outlook, Word, Excel, PowerPoint, Access, and Teams
  • Knowledgeable and experienced in Adobe Acrobat Professional
  • Must be able to use Microsoft Outlook for email and calendars and internet browsers such as Internet Explorer, Google Chrome and Microsoft Edge
  • Knowledgeable and experienced in operating small office machines such as calculators, fax machines, scanners and copy machines
  • Knowledgeable and experienced in general office procedures, such as preparing reports, spreadsheets and filing
  • Must have the ability to learn and use agency software and web-based applications
  • Must have familiarity with certified mail and return-receipt mail procedures
  • Must be skillful in working and communicating with the general public
  • Must be capable of work independently
  • Must possess basic telephone skills
  • Must be able to pass a background investigation and obtain a government security clearance
  • Must read, write, speak and understand English fluently

Desired Qualifications

  • Experience working for/with USDA NRCS
  • Experience with Farm Bill initiatives/programs
  • Familiarity with natural resource conservation efforts in Wisconsin
  • Managerial/Supervisory experience

This position is contingent upon award of a contract.
