SUMMARY:

Under general supervision, the Regional Transportation Planning Administrator initiates complex actions to coordinate the transportation efforts of the Town, County, and regional partners.

 

PRIMARY DUTIES AND RESPONSIBILITIES:

The job description is subject to change at any time by the employer. Essential duties and responsibilities may include, but are not limited to, the following:

 

  • Pursues transportation-related legislation on behalf of the County, Town, and regional transportation partners; develops local transportation-related policies for consideration by the elected bodies.
  • Develops charters for the first and second stages of a Regional Transportation Planning Organization (RTPO).
  • Coordinates project planning and design on large capital transportation infrastructure projects; assumes oversight and management of relevant consultant-led projects; pursues opportunities for expedited movement of public transit (e.g., Bus Rapid Transit (BRT) service and High Occupancy Vehicle (HOV) lanes).
  • Supports and coordinates the transit (START Bus) and Pathways programs; implements priority elements of the 2020-2025 START Routing Plan as determined by the START Board; updates the Pathways Master Plan and the capital project list of priorities.
  • Assists the Town and County with development of Transportation-related positions and the hiring of Transportation staff; provides guidance to new staff.
  • Manages ITP performance monitoring and reporting.
  • Works with regional partners on transportation-related plans; works with the Wyoming Department of Transportation (WYDOT) to develop a highway incident management program for local highways; works with WYDOT to develop a Teton Pass Corridor Plan; works with the County and WYDOT to develop a comprehensive corridor plan for Highway 390; works with the Town and County to develop a Teton County Community Streets Plan.
  • Provides leadership and staff support for the transportation Technical Advisory Committee (TAC); schedules and facilitates meetings, develops agendas, oversees position assignments, actively participates.
  • Supports the relationship between the Teton County staff and the general public by demonstrating courteous and cooperative behavior when interacting with visitors and County staff; maintains confidentiality of work-related issues and County information; performs other duties as required or assigned.
 
Position Requirements

Education and Experience:

  • Bachelor’s degree in Planning, Project Management, Engineering or related field; AND five (5) years of progressively responsible experience in public transportation and transportation planning; OR equivalent combination of education, training, and experience.

Required Licenses and Certifications:

  • A valid State driver’s license may be required.

Required Knowledge of:

  • Applicable local, State, and Federal laws, codes, regulations, and ordinances.
  • Local roadways and geography.
  • Project management principles, practices, and methods.
  • Transportation metrics and best practices.
  • Understanding of Federal transportation funding and grant programs.

Required Skills in:

  • Completing accurate mathematic calculations.
  • Preparing clear and concise reports and other professional documents and correspondence.
  • Following established protocols and procedures.
  • Maintaining accurate records and logs.
  • Interacting tactfully and professionally with County and Town staff, outside agencies, and the public.
  • Working efficiently both independently and as part of a team.
  • Maintaining composure in stressful situations.

Work Environment:

  • Work is performed in a standard office environment.
