Transportation Program Manager Trainee

OVERVIEW:  The Tribal Transportation Program Manager/Trainee is responsible for the effective and efficient administration of all programmatic functions of the Lower Elwha Klallam Tribe's Tribal Transportation Program, including but not limited to program administration, transportation planning, and budget management.

WORK LOCATION: Lower Elwha Reservation, 463 Stratton Road, Port Angeles, WA

SUPERVISED BY: Public Works Director

POSITION STATUS: Full Time (40 hours per week)

WORK SCHEDULE: Monday-Friday, 8:00am-4:30pm

SALARY LEVEL: $28-32/ hr Dependent Upon Qualifications

OPENING DATE:  July 9, 2021

Duties and Responsibilities

  • Manage Lower Elwha Transportation Program, which includes road/ trail construction and maintenance and Lower Elwha Transit.
  • Work with Lower Elwha Community to prioritize and annually update Lower Elwha Transportation Improvement Projects.
  • Submit LEKT priorities to the federal Transportation Improvement Plan process for review and approval.
  • Work with LEKT GIS Analyst to maintain updated Road Inventory Field Data System.
  • Develop Tribal Transportation program budgets, cost summaries, and annual work plans as required.
  • Develop and manage engineering and construction contracts.
  • Foster collaborative partnerships with federal, state, county, other transportation stakeholders to maximize opportunities to implement the Tribe's transportation improvement priorities.
  • Maintain and update Lower Elwha Klallam Tribal Long Range Transportation/ Transit Plan.
  • Travel throughout the state, region and the United States to carry out program management responsibilities.
  • Other duties as required.

Specific Education/Experience: 

  • Bachelor’s Degree preferred in transportation planning, civil engineering, public administration, or other related field; or
  • Some college experience is required, and must have five years of progressively responsible experience in Public Works or transportation.
  • Past employment related to tribal transportation, grant writing, contract management, cost summaries, preparation/maintenance of budgets, right of way permitting, or policy standardization/writing will be an asset to this position.
 
Position Requirements

Desired Qualifications:

  • Proficiency in primary computer applications (WORD, Excel, Power Point) and basic knowledge of computer mapping.
  • Proficiency in financial tracking applications.
  • Ability and willingness to manage dynamic, multi-faceted program responsibilities.
  • Ability to interpret and apply Tribal, Federal and State rules, regulations, and guidelines.
  • Ability to relate well to community members, other staff members, and agency representatives.
  • Possess well-developed verbal and written communication skills and abilities.

Conditions of Employment:

  • The Manager is subject to the Tribe's Drug and Alcohol Free Work Place Policy including pre-employment screening.
  • Must have a valid Washington State Driver's License and be insurable under the LEKT policy.

PHYSICAL REQUIREMENTS:

  • Requires standing, sitting, stooping and bending intermittently
  • Requires ability to lift 30 lbs.
  • Requires ability to see/understand colors, alpha numerical chart systems and visual acuity.
  • Requires ability to hear and understand verbal instructions.
