Job Summary

Provides support in the planning, development, execution and on-going evaluation of Yellowhawk Tribal Health Center Mental Health programs and clinical services, assuring that they all meet appropriate professional standards, licensing/certification and grant condition requirements. The incumbent performs mental health counseling, assessments, diagnosis, treatment planning, follow-up and monitoring of clients who are being treated for mental health issues. All duties and responsibilities will be performed in accordance with the Yellowhawk Mission and Vision statements, policies and relevant laws.

Essential Job Functions

  1. Provides consultation and guidance to mental health providers in addressing client management, crisis intervention and emergencies to ensure adherence with mental health professional standards and policies.
  2. Ensures Quality Assurance through chart review. Facilitates peer review and related activities to ensure quality of services. Oversees charting and documentation according to approved standards.
  3. Ensures client confidentiality and privacy, including client records.
  4. Provides outpatient mental health counseling services to tribal members, their families and the community.
  5. Works collaboratively with other tribal community service programs, school districts and other regional agencies to ensure the coordination of treatment services.
  6. Coordinates and provides the community with training and prevention activities designed to educate the community on mental health issues.
  7. Maintains client records, program records and reporting in accordance with Tribal, Indian Health Services, the Federal government, and Oregon State professional standards, rules and regulations. Adheres to all applicable tribal, federal, or state privacy laws and regulations, including but not limited HIPAA and 42 CFR Part 2.
  8. Maintains and manages program budgets and reports.
  9. Maintains and follows clinical policies and procedures to meet the changing behavioral health environment and to comply with OR State Mental Health Attestation and OR state certifications.
  10. As a team member, works collaboratively with staff, colleagues, the Tribal and local court systems, and all other agencies that provide services to the Umatilla Community, as well as the community at large.
  11. Attends training as necessary to maintain certification.
  12. Provide procedural oversight to A&D and Mental Health staff who provide acudetox services to ensure adherence to the NADA protocol. Will include chart review and observation.
  13. Provides on-call duties as assigned.
  14. May require grant writing and administration.
  15. Supervises the Mental Health staff and carries out supervisory responsibilities in accordance with the organization's policies and procedures and applicable laws. Responsibilities include interviewing, hiring, training and development of employees; planning, assigning, and directing work; appraising performance; rewarding and issuing corrective action when required; addressing complaints and resolving problems.
  16. Other duties as assigned.

 
Position Requirements

Minimum Qualifications

  1. Master’s Degree in Social Work, Counseling, or related field required with five (5) years of successful post graduate experience relevant to this position.
  2. Professional licensure such as Mental Health Professional and/or Licensed Clinical Social Worker with demonstrated individual and/or family counseling experience.
  3. Demonstrated, successful three years supervisory experience, including goal setting, program administration and development.
  4. Demonstrated skill and ability to use automated office equipment and software programs, including, but not limited to: Microsoft Office and Electronic Health Records and other electronic charting modalities.
  5. Comprehensive knowledge of integrating behavioral health services with other clinical services.
  6. Demonstrated successful experience managing a multiple funding source budget.
  7. Demonstrated knowledge of behavioral health programs, program development, research, infrastructure, and current issues and best practices.
  8. Demonstrated excellent communication skills, both oral and written.
  9. Knowledge of and experience working with generally accepted reporting formats.
  10. Demonstrated skill in developing work processes, and implementing quality improvement measures.
  11. Successful ability to manage multiple tasks and projects in a faced paced environment with multiple deadlines.
  12. Must submit to and pass a pre-employment drug and alcohol screening.
  13. Must possess a valid driver’s license and maintain insurance requirements to operate General Services Administration vehicles.
  14. Must submit to and be able to pass a background check and sign a statement of confidentiality.

Preferred Qualifications:

  1. Doctorate degree in Behavioral Health or related field
  2. Experience and/or knowledge of history, culture and health needs of Native American communities preferred.
  3. Experience in a Tribal healthcare system.
