Position 022-Director of Planning & Community Development  
Description

The City of Kaukauna is seeking a new Director of Community Development and Planning!  This position has key responsibility for the economic development and job growth within the City.

The Director will manage and perform administrative and operational activities of the Planning and Community Development Department in accordance with regulations and City objectives and plans to encourage quality economic growth.

  • Serves as point of contact for land sales and aids the City Industrial Park Commission.
  • Prepares long-range comprehensive planning documents and encourages orderly and quality community development.
  • Writes, administers and coordinates grant programs and ensures grant compliance.
  • Administers the Business Improvement Loan Programs, including leveraging funds, conducting credit analyses, and making loan recommendations and packages.
  • Acts as project facilitator on proposed and accepted economic development projects.
  • Assists and provides staff recommendations on zoning administration and ordinance development to the Planning Commission and City Council.
  • Provides staff support and technical advice to the Redevelopment Authority.
  • Collaborates with Engineering, Building Inspection, Finance and other departments to coordinate planning and development activities.
  • Responsible for supervision of staff within the department, staff development, budgetary responsibilities and meeting coordination.
  • Performs and coordinates marketing and public relations activities to encourage economic development, business location and expansion and job growth.
  • Other duties as assigned.

This position is responsible for overseeing 3 full-time staff, 1 seasonal part-time staff and also a shared staff member with our Engineering department.

 
Position Requirements

Minimum of four years of experience in planning and economic development.  The ideal candidate will hold a master’s degree in economic development, urban planning or related field.  We will also consider any equivalent combination of training and experience that provides the following knowledge, skills and abilities:

  • Considerable knowledge of federal, state and municipal planning and community development policies and programs.
  • Considerable knowledge of land uses, and laws and ordinances governing zoning in order to revise, interpret and apply the codes.
  • Knowledge of principles, methods and techniques of marketing and financial analysis to conduct credit ratings, administer loans, grant programs and to achieve economic development goals.
  • Two years’ experience in both grant writing and grant program administration.
  • Ability to react quickly and effectively to manage risk of economic development programs.
  • Ability to develop and maintain effective public and working relationships.
  • Ability to communicate through multiple platforms (verbally and in writing) to market programs, provide information and perform administrative duties.
  • Ability to develop and manage direct reports.

This position does participate in various late afternoon and evening meetings several times per month.
