Position Requirements

Minimum Qualifications:

Bachelor’s Degree in accounting, business or public administration or a related field required; supplemented by five years of experience in monitoring and coordinating governmental grant programs, including progressively responsible supervisory experience; education, training, and experience which provides the requisite knowledge, skills, and abilities for this job.

 

Strong written communication skills, ability to write clear, structured, articulate, and persuasive proposals; strong editing skills; attention to detail; ability to meet deadlines

 

Preferred Qualifications:

  • Grants Management Certificate (e.g. Management Concepts) or Certification (e.g. National Grants Management Association Certified Grants Management Specialist)

Or

  • Chosen candidate must possess the ability to obtain Grants Management Certificate or Certification after hired within the required timeframe as stated in an offer letter.

 

Specific License or Certification Required: Must possess and maintain a valid driver’s license; preferred Certified Public Accountant (CPA) issued by the State of Georgia is preferred.

Description

Purpose of Classification:

The purpose of this classification is to write, oversee and administer City of South Fulton grant funds received from federal, state, and local agencies. Responsibilities include coordinating with various receiving departments and centralized City departments to ensure financial and programmatic compliance with stipulated grant regulations; and assisting City officials and departments in preparing grant applications and proposals.

Essential Functions:

The following duties are normal for this position. The omission of specific statements of the duties does not exclude them from the classification if the work is similar, related, or a logical assignment for this classification. Other duties may be required and assigned.

Assists City officials and departments in preparing grant applications and proposals: reviews and approves procurement documents supported by grant funds for compliance prior to submission; analyzes financial information for accuracy and compliance with grant regulations and City of South Fulton's policies; ensure commitments of City funds are approved prior to submission; reviews and approves Agenda Summary information prior to submission to the CFO; and reviews and approves Concil agenda procurement documents involving grant funding

 

Coordinates with departments and leadership to identify funding needs; research, identify, analyze, and recommend applicable grant funding opportunities from government agencies (local, state, and federal), corporations, and private and public foundations. Prepare, develop, and write grant proposals; ensure proposals comply with federal, state, and local regulations; ensure proposals are reviewed and approved internally; timely submit proposals

Facilitates the preparation of programmatic and financial reports required by federal, state, and non-profit agencies: reviews grant award agreements for reporting requirements, budget stipulations, and special terms/conditions; establishes accounting structure for grant awards; maintains schedule of required reports and due dates; reviews and approves grant financial and reimbursement reports, grant funded payment vouchers, and transfers of funds to grant accounts; and maintains access to grant related electronic reporting systems.

Advises and provides technical assistance to, department managers, staff, and other stakeholders on grant related issues and inquiries: regularly reviews and analyzes grant regulations and contracts; attends/conducts meetings as requested; reviews and approves personnel documents, journal entry adjustments, payment vouchers, budget documents, and procurement contracts pertaining to grant funding; conducts workshops, staff meetings, and/or generate electronic communications on any new grant reporting requirements; and monitors integrity of Grant Fund balance sheets accounts.

Develops and maintains comprehensive grant management policies and procedures: develops strategic plans in administering grant funds; conducts Grant's Management Workshops; provides technical assistance to department's grant managers on grant compliance issues; ensures that City has met all programmatic and financial compliance requirements; coordinates with IT Department to develop reports for grant compliance; and reviews and integrates programmatic and financial reporting and compliance issues.

Coordinates audit efforts for grant programs: communicates with granting agencies on financial and programmatic issues; oversees completion of all grant reporting requirements; oversees hiring of consultants to conduct audits; prepares draft audit reports for auditors; facilitates corrective action plans to address deficiencies identified through site visits, audits, and other monitoring activity; coordinates with City departments on information required by consultants; reviews data and information submitted by departments for consultants; ensures submission of audit reports to Federal and State agencies by mandated due date; and ensures submission of Federal Funding Accountability and Transparency Act (FFATA) reporting.

Works with City officials, staff, department heads, outside agencies, and other individuals as needed to coordinate work activities, review status of work, exchange information, or resolve problems.

Maintains a current, comprehensive knowledge and awareness of applicable laws, regulations, principles and practices relating to grant management/administration; reads professional literature; maintains professional affiliations; and attends meetings, workshops, hearings, training sessions, and webinars and training seminars conducted by granting agencies as required.
