Compensation and Benefits Annual salary is $50,000 to $60,000 with a competitive benefit package including medical, dental, and vision insurance, 403(b) retirement plan with employer match, paid holidays, and paid time off.  

Job Summary

The Workforce Associate Project Manager for the Clean Slate Program is responsible for the coordination of the SEMCA State of Michigan Clean Slate criminal record expungement pilot program and related projects, per policy and as assigned by the Clean Slate Program Expungement Attorney. This position will aid with legal documents and processes to support the Expungement Attorney. This position will work with the SEMCA team to deliver this new initiative which serves both Monroe County and Wayne County (excluding the City of Detroit), in keeping with state program guidance. The position will interact with external partners in law enforcement, the legal community, county governments, potential clients and others as needed.


Essential Duties and Responsibilities


  • Understand all policy and legal requirements of the State of Michigan Labor and Economic Opportunity Policy Issuance (PI) 20-32, which is available for review at
  • Assist in screening applicants to determine expungement eligibility.
  • Provide referrals to American Job Centers (AJCs) for applicants who are determined as ineligible for expungement.
  • Conduct Michigan Internet Criminal History Access Tool (ICHAT) applicant searches.
  • Process all required application paperwork for applicants.
  • Retrieve Register of Action for eligible applicants.
  • Prepare applications for record expungement and complete expungement applications in person with applicants.
  • Obtain certified documents for filing expungements, as requested (e.g., court records).
  • Assist in filing all legal follow up and filings to ensure expungements have been processed with appropriate agencies including but not limited to Michigan Attorney General, Michigan State Police, county prosecutors and Court of Conviction.
  • Assist in scheduling and preparing applicants to appear at expungement hearings.
  • Communicate and coordinate with court staff as directed by the Expungement Attorney.
  • Refer expungement candidates to AJCs for co-enrollment in other programs, as applicable.
  • Support SEMCA efforts to promote the program across the service area.

Data Collection

  • Work with SEMCA Management Information Systems (MIS) Department to develop tools for data collection and distribution.
  • Collect data through the State of Michigan One-Stop Management Information System (OSMIS) related to the Clean Slate pilot program.
  • Have a working knowledge of the requirements of registration into the Pure Michigan Talent Connect (PMTC). Assist staff and applicants with the registration process when necessary.
  • Prepare data for review to all relevant SEMCA staff.
  • Prepare and submit all requested data to the State of Michigan as required.

All SEMCA team members are expected to be technically competent and committed to continuous development of their skills. The following skills, knowledge and education or certifications are specifically required for this position:

  • Associate degree
  • Demonstrated project management experience
  • Ability to work independently with minimal supervision
  • Excellent interpersonal skills with a demonstrated ability to show dependability and problem solving while exhibiting empathy, tact, and patience
  • Excellent verbal and written communication skills, including the ability to communicate accurately and clearly both orally and in writing
  • Strong organizational skills and the ability to multitask effectively in a fast-paced environment
  • Demonstrated ability to effectively attend to details
  • Manage timelines
  • Ability to effectively prioritize and handle information in a professional and confidential manner
  • Possess a valid Michigan Driver’s License
  • Proficiency in Microsoft Office, specifically Outlook, Word, Excel, and PowerPoint

Desired Qualifications

  • Bachelor's degree
  • Notary public in good standing

Physical Demands

Duties require sufficient mobility to work in a normal office setting and use standard office equipment including a computer, vision to read printed materials and an LCD screen and smartphone, hearing and speech sufficient to communicate in person or over the telephone.
