R&D Transportation Services, Inc. is looking for a full time Vendor Billing Lead to oversee the billing administration area. This individual will be in a leadership role with 2 staff reports and opportunity for growth. We are looking for a candidate who has a financial background, MS Excel proficiency, along with great communication skills and attention to detail.

The individual will assist the Operations Manager with technical support/expertise, reporting, auditing, fiscal planning, in addition to monitoring adherence with quality control standards and process improvements.

R&D’s Transportation Planning Department is the gateway to how we accomplish our organizational mission to promote safe, efficient, reliable, and cost-effective transportation solutions for our customers. This begins with important work that takes place in the area of vendor contract administration, computerized routing and scheduling, and is ultimately reflected in the quality of our billing services.

ESSENTIAL DUTIES AND RESPONSIBILITIES include, but are not limited to the following:

Vendor Billing Lead Responsibilities

  • Generate and implement billing standard operating procedures to ensure consistent department protocols.
  • Audit billing submissions to customers for accuracy and ensure timelines are meet
  • Implement internal monthly audit schedule to review for accuracy, process and procedure
  • Produce quarterly dashboard reporting by region for respective customers
  • Audit electronic attendance with corresponding vendor billing submissions in adherence with DDS regulations and State E-billing requirements
  • Monitor compliance with vendor contract not to exceed fiscal amounts; Coordinate with Contracts Analyst for amendments as revisions are needed
  • Evaluate billing reports produced by R&D’s billing module [INSCRIBE] to ensure alignment between vendor billing submissions with scheduled service
  • Integrate INSCRIBE reports to vendor billing reconciliation process
  • Ensure that all vendor billing invoices are processed within established timelines, to verify that electronic fund transfers satisfy contractual service expectations
  • Collaborate with Schedulers to resolve billing discrepancies for vendor submissions that exceed the maximum allowable scheduled service units
  • Completes and reconcile Monthly/Adds Deletes reports to monitor that Centers process Purchase of Services (POS) authorizations appropriately
  • Generate monthly quantitative billing authorization reports
  • Process and notify vendors of liquidated damages consistent with vendor contract provisions
  • Collect data and track coordination with vendors and customers to compile information related to monthly reports, quarterly progress reports, cost-savings measures, vendor billing units, interpretation of rate methodologies, consistent with procedures
  • Provide consultation and technical support to transportation vendors as it relates to the invoice submission process or R&D vendor billing protocols
  • Research, resolve, and respond to customer inquiries, complaints and comments as they relate to the vendor billing unit

 

 

 

Staff Training and Development

  • Assist with staff training/development, to monitor adherence with R&D policies/procedures that align with organizational goals and objectives
  • Staff training: billing database, organization, efficiency, accuracy, diligence and communication
  • Provide technical support and policy guidance to interface transportation vendor contracts, with R&D’s computerized routing and planning systems, in order to produce accurate billing reports
  • Support Department Manager to nurture and maintain effective communication between Scheduling and Billing staff for the purpose of keeping all informed of items pertinent to them, their region, and/or the company

 

Reporting and Special Projects

  • Review accuracy of billing reports (include routing and ridership figures) that are the product of the work generated by the Scheduling Unit
  • Review and analyze statistical information for accuracy and compliance to numerous vendor contracts and distinct project budgets
  • Generate quantitative reports, evaluate results and apply statistical tools to advance the unit’s decision-making protocols drawn from comprehensive data analysis
  • Produce fiscal-year projections and monitor budgetary impacts on transportation systems for regional centers and/or school district projects
  • Other duties as assigned
 
Position Requirements

EDUCATION and/or EXPERIENCE

Bachelor’s Degree (B.A.) from four-year college or university; or minimum four years progressively responsible experience in passenger operations, transportation planning, or related field; or equivalent combination of education and experience. Demonstrated ability in accounting procedures, auditing, accounts payable, and computerized routing/scheduling software a plus. Requires excellent written and verbal communication skills and proficiency with Microsoft Applications. This position requires expert level proficiency with Excel application for data analysis, computation and reporting.

  • Ability to communicate effectively orally and in written format
  • Interact professionally with various levels of employees and outside representatives
  • Conduct comprehensive studies and analyses
  • Computer proficiency in Microsoft Suite
  • Highly proficient in use of Excel spreadsheets for data tabulation and reporting purposes
  • Professionally represent R&D before vendors and customers
  • Think and act independently while exercising good judgment
  • Conduct comprehensive studies and analyses
  • Establish and implement relevant policies and procedures
  • Computer proficiency in Windows 10 Operating System and Microsoft Office Suite

 

PHYSICAL DEMANDS

While performing the duties of this job, the employee is regularly required to sit. The employee frequently is required to use hands to finger, handle, or feel mostly in the use of a computer keyboard and mouse; reach with hands and arms; and talk or hear. The employee is occasionally required to stand and walk. The employee must occasionally lift and/or a move up to 10 pounds. Specific vision abilities required by this job include close vision, and color vision for use of the computer and the color differentiations in the computer routing programs.
