Salud Para La Gente (SALUD) provides high quality, comprehensive and cost-effective healthcare to underserved low-income communities in the Monterey Bay area, including Santa Cruz County and North Monterey County. We began in Watsonville 1978 as a storefront “free clinic,” and with the ever growing need for health services, in 1992 became a federally qualified community health center (FQHC). Today we are a primary health care network with 11 clinic sites, over 400 employees and continue to provide high quality services to patients of all ages.

We are seeking a Human Resources Sr. Generalist who will be responsible for providing support in all functions of the Human Resources Department including planning, overseeing, and implementing policies and procedures in recruitment, hiring, labor relations, classification and compensation, employee benefits, disability, workers’ compensation and leave management, staffing, performance management, policy development, compliance, training and risk management/safety.

This position will work together with the Chief HR Officer to provide strategic leadership, planning and development of the HR Department. It will serve as a change agent and business partner with all position stakeholders. In addition to being able to administer all human resources functions as needed, this position will have primary responsibilities for the following functions:

  • Collaborate with hiring managers to understand skills and competencies required for job openings. Review and provide feedback to managers during the pre-hire process. Provide support to managers by participating in the interview process and skills assessments as requested by the hiring manager.
  • Cross-functional strategic HR business partner
  • Work with the HR management in developing and implementing recruitment strategies, sourcing methods and processes necessary to achieve organizational staffing objectives
  • Manage the development and maintenance of HR systems and ensure compatibility internal systems and processes.
  • Create/prepare reports and analysis using the HRIS, and other software, as required. Compile statistical data and assist with special projects.
  • Support HR management on initiatives related to EDI, Performance Management, Training & Development, Employee Engagement in addition to other HR ad-hoc projects.
  • Assist with compensation management, job description development, leave of absence administration, reasonable accommodations, safety and Cal/OSHA compliance, and Workers’ Compensation.
  • Researches and recommends HR best practices and assists in developing and implementing policies, guidelines and procedures, provides HR policy guidance and interpretation to leaders and employees and maintains an updated Employee Handbook.
  • Serves as one of the Functional Systems Administrators and point of contact for HRIS for employee questions, upkeep and changes.
  • Cross-trains to other HR areas and serves as a back-up as needed.
  • Represents HR department in various meetings to proactively improve organizational process and outcomes.
  • Collaborates with HR management to help manage and resolve complex employee and labor relation issues; demonstrating a consultative approach to problem solving, ensuring compliance to organization practices and state and federal employment laws.
  • Serves as consultative resource for leaders on issues of HR policies and guidelines, CBA Compliance, performance management, retention, employee relations, conflict resolution, corrective action and change management.
  • Serve as a go-to person for day-to-day employee HR questions, needs, and inquiries, and ensure employee questions and concerns are answered and/or properly routed in a timely manner.
  • Work with the HR and Payroll team in tracking pay changes
  • Assist with annual benefits renewal and all associated employee communications as well as researching additional benefit offerings
  • Other duties as assigned

 

 

 

 
Position Requirements

REQUIRED MINIMUM QUALIFICATIONS

  • Bachelor’s degree in Human Resources, Business Administration or related major.
  • At least 7 years of progressively responsible HR experience.
  • Strong written and oral communication, conflict resolution and computer skills.
  • HRIS database management experience.
  • Ability to maintain strict confidentiality.
  • Valid CA Drivers License and current vehicle insurance; must be able to travel between sites.

DESIRED MINIMUM QUALIFICATIONS

  • PHR/SPHR certification.
  • Experience working in a Unionized organization
  • Experience in community health care and/or non-profit experience.
  • Bilingual and bicultural.

  • Extensive computer/keyboarding ability
  • While performing the duties of this job, the employee is regularly required to sit, walk and stand; talk or hear, both in person and by telephone; use hands repetitively to finger, handle, feel or operate standard office equipment; reach with hands and arms; and lift up to 25 pounds.
