WORK OBJECTIVE

This position requires skilled labor and the ability to supervise others in multiple trades, including members of Facilities Operations. Position responsibilities include a variety administrative and technical tasks related to facilities management, including work in maintenance, construction, alterations, and repairs to City of Winter Garden facilities. Duties include, but are not limited to, determining the best work methods, practices, and course of action without immediate supervision. The position also requires an advanced degree of technical and administrative experience, with the ability to assume a high degree of responsibility while demonstrating sound reasoning, rationale, and judgment. The position reports to the Fleet & Facilities Division Manager.

 

ESSENTIAL FUNCTIONS

  • Performs preventive maintenance, repair and troubleshooting of main cooling/heating and humidity systems, CRAC (Computer Room Air Conditioners), and refrigeration units. Includes onsite coordination/consultation with contractors regarding repairs to systems.
  • Leads, oversees, reviews and is responsible for programed maintenance/repair to city facilities.
  • Disseminates crew assignments, assists maintenance staff in troubleshooting, and performing more complex maintenance and repair activities.
  • Acts as the point of contact in responding to and resolving inquiries regarding facilities management from residents, business owners, contractors and city staff.
  • Demonstrates a full understanding of applicable policies, procedures and work methods associated with assigned duties including evaluating assigned work projects; estimating the time, materials and equipment necessary for successful completion of projects; acquiring necessary resources as appropriate; and coordinating work activities with other city departments.
  • Responds to calls during emergency situations, including evaluating building damage and taking necessary steps to safeguard city property.
  • Works independently or cooperatively as a member of a team to complete work on schedule and according to quality control standards set by the Fleet & Facilities Operations Manager.
  • Completes daily, weekly and monthly checklists on building equipment and maintenance procedures while maintaining records of scheduled maintenance procedures.
  • Performs safety inspections of city facilities while overseeing various other safety functions for city facilities such as maintenance of evacuation plans, emergency supplies, and first aid kits.
  • Attends training and/or continuing education as assigned by the Fleet & Facilities Manager or as required by City Administration.
  • Maintains records of work completed as appropriate, while identifying and prioritizing preventive maintenance assignments without immediate supervision.
  • Performs other maintenance-related duties (preventive maintenance, troubleshooting and/or repair) on electrical systems, PDU’s, emergency generators, circuit breakers, motor control centers, and control circuits.
  • Oversees and inspects the work of contractors related to facility maintenance services and minor construction and renovation services, and coordinates with contractors in providing contract maintenance services and construction services.
  • Provides logistical support for swimming pools and fountains including onsite coordination/consultation with contractors regarding repairs to systems.
  • Must be available to work night, weekend and holiday shifts as assigned, which may also require working alone. Such assignments require work with considerable initiative and independent judgment in identifying and taking corrective action on more routine problems. Escalated, complex, and emergency situations during such assignments are referred to the Fleet & Facilities Manager as indicated per established policies and procedures.
  • Performs other duties as assigned.
 
Position Requirements

MINIMUM QUALIFICATIONS

  • 5 years of supervisory experience in an industrial/commercial facility environment, and demonstrated experience, skills and licensure (see below); or the equivalent combination of education, experience, training, and licensure.
  • A Bachelor’s degree in Business Management, Construction Management or a closely related field is highly desirable, but not required.
  • Must have electrical experience. Journeyman Electrical License preferred, but not required.

 

LICENSES, CERTIFICATIONS, OR REGISTRATIONS

  • Current EPA universal certification or willingness to obtain one within a designated timeframe.
  • Valid Florida Class E Driver’s license while maintaining a satisfactory driving record.
  • This position requires the ability to pass the Criminal Justice Information Services (CJIS) online security training and background check on a biennial basis.
  • Ability to pass the National Incident Management System (NIMS) IS-700 within 30 days of employment and the ICS-100, 200, and 300 within 60 days of employment.

 

Exceptions to the minimum qualifications must be reviewed by the Human Resources Director and approved by the City Manager prior to job offer.

KNOWLEDGE, SKILLS AND ABILITIES

  • Ability to communicate effectively, both orally and in writing, with internal & external stakeholders.
  • Considerable knowledge of the practices, methods and materials used in construction and maintenance such as carpentry, electrical, painting, plumbing, masonry, concrete, HVAC-R and pool operations.
  • Extensive knowledge in occupational hazards and safety precautions as related to general facilities maintenance work.
  • Considerable knowledge in closed loop chiller equipment & refrigeration
  • Considerable knowledge of equipment such as power construction equipment, measuring devices, power tools, and testing equipment that includes oscilloscopes, ammeters, and test lamps.
  • Ability to direct and train workers to install, maintain, and repair electrical wiring, equipment, and fixtures.
  • Ability to understand equipment diagrams, blue prints and maintenance instructions.
  • Proficient in Microsoft Office products, (Word, Excel, Outlook, etc.).
  • Proficient in Facility Management Programs i.e. CMMS, EMS, etc.

 

ENVIRONMENTAL & PHYSICAL REQUIREMENTS

  • Tasks involve the intermittent performance of physically demanding work, typically involving some combination of climbing ladders, reaching, bending, stooping, kneeling, crouching, standing and making continuous hand/arm movements.
  • May also require lifting, carrying, pushing or pulling of objects and materials weighting (20-50lbs).
  • Requires visual and muscular dexterity and hand/eye coordination for extended periods, hearing sounds/communication, close vision, handling/grasping/fingering objects, and lifting/carrying objects.
  • Tasks are performed indoors/outdoors and due to the nature and location of the work, some tasks include the potential for prolonged exposure to inclement weather conditions, disagreeable elements, noise, heat, humidity, cold, dust, fumes, pungent odors, and construction materials as examples.
