Under the direction of the Human Resources (HR) Business Partner the HR Recruiter is responsible for the full cycle recruitment of all positions at Opportunity Village; including screening, interviewing, and recommending prospective applicants for employment. Implement strategic and OFCCP compliant recruitment and retention concepts, practices, and procedures. The incumbent will work closely with the HR team member to successfully onboard all new hires. This may include facilitating part of the onboarding/orientation process. Considerable discretion of action, using independent judgment with recommending applicants and employment offers.

ESSENTIAL DUTIES AND RESPONSIBILITIES

  1. Recruit through the Applicant Tracking System (ATS) for qualified applicants to obtain employment throughout the company including screening, interviewing, and ensuring completion of background checking and onboarding processes when hired.
  2. Manage requisitions, applicant status, and onboarding process through the ATS.
  3. Work with leadership to ensure timely awareness of current and future workforce needs and implement improvements to the staffing process including sourcing and selection.
  4. Perform initial review of applications to determine qualified candidates and forward applications to the hiring managers.
  5. Place advertisements, conduct and participate in job fairs and lead in-house recruiting.
  6. Facilitate panel interviews and individual department panels as required by business demand.
  7. Develop and conduct training with leaders in the use of the ATS.
  8. Process transfers and position request forms for newly approved promotions and recruiting needs.
  9. Partner with hiring managers and other employment recruiters for seasonal hiring and openings/closures of seasonal outlets.
  10. Post and close jobs in the ATS and external websites.
  11. Perform annual job description analysis to assist with recruitment needs.
  12. Extend offers of employment to successful candidates.
  13. Ensure all pre-employment, background check, and onboarding documents are successfully completed prior to the new hire’s start date.
  14. Assist in conducting OV’s New Hire Orientation.
  15. Assist with all data entry for all new hires.
  16. Work with other HR coworkers in the conversion, production, and compliance of all file maintenance.
  17. Maintain and display the highest level of integrity and confidentiality in all aspects of human resources.
  18. Work with external search firms or placement agencies to develop and maintain highly qualified candidates as needed.
  19. Support other HR functional areas as needed, i.e.: In-Service, Open Enrollment, etc.
  20. Perform all other duties as assigned.
 
Position Requirements

SKILLS REQUIRED

  • Computer literate.
  • Must possess social discernment to assess and understand other’s reactions and behaviors.
  • Proven ability to handle sensitive information in a confidential and professional manner and ensure confidentiality is of the highest priority in all aspects of duties performed and all communications, both written and verbal.
  • Ability work with individuals with developmental disabilities.
  • Must encompass professional demeanor.

 

Language Skills:

Ability to communicate effectively with individuals, co-workers and supervisors (verbal and written). Ability to read, analyze, and interpret documents, such as policy and procedure manuals, maintenance instructions, and other related documents. Ability to respond to common inquiries from other employees or guests. Fluency in English required, bilingual in English and Spanish preferred. Another second language a plus. Ability to write detailed instructions and correspondence. Ability to effectively present information in one-on-one and group situations.

Mathematical Skills & Reasoning Ability:

Ability to compute basic mathematical calculations. Ability to decipher various reports and maintains reports upon request.

EDUCATION AND EXPERIENCE

Required:

  • High school degree required. Bachelor’s degree in Human Resources or related field or three (3) years verifiable work experience in Human Resources with an emphasis in recruitment.
  • Three (3) – Five (5) years’ experience working with an Applicant Tracking System.
  • Knowledge of State and Federal Laws governing Human Resource policies.

Preferred:

  • Previous experience managing the recruitment process for a midsize company.
  • Previous experience working with Paycom, E-Verify and Federal Contacts.
  • Bilingual in Spanish.
  • Previous experience working with people with intellectual and developmental disabilities.

  • Manual dexterity to operate office equipment and examine documents, records, and files.
  • Requires occasional nights and weekends to support HR events.
