JOB DESCRIPTION

OVERVIEW: The Lower Elwha Tribal TANF Youth Advocate is to coordinate and administer programs that provide social, cultural, education services. The goal is to guide LEKT TANF youth participants in gaining knowledge of fundamental life skills necessary to sustain self-sufficiency as adults. Program focus will have direct correlation to the overall goals of the LEKT TANF Program. These goals are to be met through hands on, interactive activities guides by positive adult role models. Also responsible for developing employment related training and life skills development services for Lower Elwha TANF participants that promote the Federally defined four purpose areas of TANF. The Youth Advocate is responsible for developing curriculum, coordinating and facilitating classes for individuals or small groups of students in a classroom setting and coordinating with other individuals and agencies to provide training. Classes include, but are not limited to life skills (resume writing, parenting classes, healthy relationships, cleaning classes, family planning, cooking, budgeting, and job readiness), tutoring, and will coordinate with the all-appropriate staff members.

LOCATION: Social Services, Heritage Center, and Port Angeles & Crescent Schools and will work various locations when facilitating trainings and other activities

SALARY LEVEL: DOQ

POSITION STATUS: Full time, non-exempt

WORK SCHEDULE: 40 hours a week; Flex Schedule – may need to work evenings and weekends in order to accommodate participant needs for trainings and other activities

ESSENTIAL FUNCTIONS OF THE JOB: Develop, plan, organize, coordinate and direct activities of the Tribal TANF program that address the needs of the community served including, but not limited to:

  • Work with caseworkers to ensure important elements, pertaining to all children, contained in Individual Service Plan is followed through.
  • Act as liaison and develop working relationship with schools within Clallam County to include daycares, Head start programs, high schools, and GED Programs;
  • Monitor attendance of children enrolled in an structured educational environment (public, private, head start and/or home school) to ensure that they are attending school and making progress.
  • Identify barriers to school attendance and progress and refer to appropriate resources to overcome barriers;
  • Assist and/or coordinate with participants and youth in gaining access and assistance to post-secondary education, vocational training or certification programs;
  • Assist participants and youth in work search and submitting applications for training/employment;
  • Network, develop, maintain and stay current on community based resources, employment and training opportunities; advise participants and case managers of potential opportunities;
  • Advertise and recruit participants for program trainings and activities
  • Promote the TANF program through ongoing interaction and collaboration with other organizations
  • Prepare reports as requested by the TANF Program Manager and Social Services Director;
  • Help coordinate all major youth activities to include, but not limited to; Christmas Dinner, gift making, camps, holiday activities, school clothes and supplies program, and other youth related events;
  • Organize and facilitate Summer Food Program.
  • Organize and facilitate Healing of the Canoe Training
  • Occasional travel to other Inter-Tribal TANF locations, meetings, conferences, or trainings;

 

 
Position Requirements

DESIRED QUALIFICATIONS:

  • High-School Diploma or GED
  • Associates of Arts degree and 2 years of case management experience
  • 1 year with direct experience, or working with the Native American Community.
  • 2 years working with in social services working with youth and families
  • Provides advocacy on behalf of families with schools and other agencies available in the community. Assists consumers in the pursuit of needed resources or services. Arranges for any follow-up services needed following the end of services.
  • Demonstrates the ability to teach communication and negotiation skills, link and refer the families with needed community resources and supports.
  • A minimum of 1 year of experience facilitating trainings, educational activities and classes
  • Knowledge of general goals and purpose of TANF program services and Indian Child Welfare program
  • Ability to be positive, enthusiastic and creative while coordinating a diverse group of individuals and organizations
  • Ability to work well with people of all ages and cultural/economic backgrounds
  • Ability to motivate others to participate in training, educational opportunities and other activities
  • Ability to communicate clearly and effectively, verbally and in writing
  • Experience working with Indian tribes in grant related activities.
  • Ability to work effectively, either independently or cooperatively with others and to work a flex schedule based on the program needs
  • Knowledge of the Lower Elwha Klallam Tribe and surrounding communities
  • Must pass UA testing prior to employment and submit random urinalysis upon request
  • Ability to adhere to LEKT Employee Handbook
  • Valid Driver's License, proof of automobile insurance
  • The applicant must pass a thorough background investigation, including relevant criminal history, driving record, employment and education verification and urine analysis

OTHER CONSIDERATIONS

  • Must be able to comply with the Lower Elwha Klallam Tribe’s Drug Free Workplace policies and personnel policies.
  • Other duties as assigned relevant to job.
