Requires a bachelor’s degree in Human Resources, Business, or a related field; supplemented by five (5) years of experience in human resources, benefits administration or a related field; or any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this job.

Certification in HR: SHRM CP, SCP, PHR, CHRM, preferred

Description

Summary:

The Human Resources Generalist will be responsible for various generalist-related duties focusing on recruitment, FMLA, training and development, and employee relations. Maintain effective working relationships with all city management levels to anticipate talent needs and recommend the most qualified candidates for positions. The ability to improve city employees' productivity and assess city-wide developmental needs to drive training initiatives and identify employee conflict solutions is the goal of the HR Generalist and the HR Department.

Responsibilities:

  • Conducts full life-cycle recruiting to acquire all city positions. Represents the City at job fairs and hiring events.
  • Uses creative sourcing methods to screen resumes, interview candidates (by phone or in-person), administer appropriate assessments, conduct reference/background checks, drug screens, make recommendations for hire (or not hire), and deliver employment offers.
  • Partners with hiring managers to identify and hire qualified, engaged, and diverse talent to fill challenging positions.
  • Develops advertising programs to ensure high visibility with potential candidates.
  • Works to ensure the timely integration of new employees into the organization.
  • Effectively communicates essential employment information during delivery of employment offers (e.g., benefits, compensation); Conduct new hire orientation, conduct exit interviews, develop reports, evaluate trends, and make recommendations based on employee feedback.
  • Communicates effectively with hiring managers and candidates throughout the recruiting process.
  • Works with hiring managers to ensure compliance with all federal/state laws and regulations.
  • Update job descriptions as needed.
  • Conducts annual training and development needs assessment and makes proposals to the HR Director based on the outcome of the evaluations.
  • Trains and coaches, managers, supervisors, and others involved in employee development efforts around such topics as performance management planning, harassment prevention, team building, and other programs.
  • Plans, organize, facilitates training, and ensures appropriate supplies are maintained.
  • Conducts follow-up surveys of all completed training to evaluate and measure results and modify training programs as needed.
  • Partners with Sr HR Generalist on employee relations investigations to ensure compliance with company policies, procedures, and applicable laws.
  • Interprets, communicates, and enforces benefits rules, regulations, policies and procedures; conducts mathematical computations; processes and tracks personnel transactions; may backup payroll manager, by entering data into payroll system; reviews and verifies final output of payroll deductions; prepares and distributes personnel-related correspondence; and ensures appropriate filing and storage of documents.
  • Reviews, completes, and/or processes, or various forms, reports, correspondence, and other documentation, including payroll reports, enrollment documentation and spreadsheets, premium detail reports, open enrollment information, and other items as needed; compiles data for further processing or for use in preparation of department
  • Coordinates human resources programs such as employee appreciation programs, wellness program; and safety program
  • May be asked to perform other duties as assigned.
