Description

The CAFB is seeking an innovative and data-driven Evaluation Specialist to help the food bank maximize the use of information systems and data to inform and drive programmatic and strategic decision-making. The Evaluation Specialist will play an important role in supporting CAFB's staff to meet strategic objectives by leading organizational efforts to measure, analyze and report on departmental and programmatic efficiency, outputs, and impact.

The Evaluation Specialist will lead and manage projects with departments across the Food Bank to develop and execute tailored evaluation roadmaps that will seek to understand programmatic ROI and overall impact on food insecurity. The Capital Area Food Bank has incredibly diverse data needs and to be successful the Evaluation Specialist must be able to manage multiple projects that vary in content, scope, and level of technical and data proficiency from project team members. The Evaluation Specialist will need to be a champion of strong data practices, responsible for designing and supporting standard operation procedures that encourage strong data collection and reporting practices.

To support our program evaluation work the Evaluation Specialist will also serve as the administrator of Key Survey, our primary survey and non-inventory data collection platform. As system administrator they will be responsible for leading the development, coding, administering, and reporting of survey projects across the organization. Additionally, the Evaluation Specialist will become intimately familiar with each of the Food Bank’s main databases, including: NetSuite, ArcGIS, Tableau, Salesforce, MySQL, and others.

The Analytics Department’s overarching goal is to ensure that data is placed at the center of every food bank team’s decision-making processes. The Evaluation Specialist will be critical role in supporting this role and will help ensure the Capital Area Food Bank remains an industry leader in the use of data and technology. This is a new role within the Analytics Department and has the potential to have a large and measurable impact on the greater DC metropolitan area. This position requires an ambitious, mission-driven self-starter who can think critically, work well with others and creatively problem solve.

 
Position Requirements

Essential Functions:

  • Manage and support departmental and program evaluation efforts to measure efficiency, impact and provide understanding of return on investment. Projects to include engagements with all food bank teams including: warehouse operations, food distribution, food procurement, nutrition education, several pilot programs seeking to test alternative food distribution models, volunteers, and others;
  • Contribute to the development and maintenance of organizational and departmental reports, tools, and dashboards to help staff monitor and manage their Key Performance Indicators (KPIs) and to address any challenges that arise while analyzing data;
  • Serve as Key Survey System Administrator, overseeing all survey/data collection efforts across the organization ensuring adherence to all best practice research;
  • Learn and become proficient in all organizational databases and how they are utilized;
  • Support the data analysis and reporting needs for the organization by extracting data from databases and offering insights to staff through analysis and reports that are visually appealing and that effectively communicate complex concepts to non­technical staff;
  • Make recommendations that will drive process improvements related to data collection, processing, analysis and reporting;
  • Support the Director of Analytics to serve as the in-house expert on evaluation, data analysis and reporting and provide support to staff on data related projects.

Minimum Requirements: 

  • Bachelor's degree or suitable experience with survey design, program evaluation, or other related field;
  • Minimum 1-2 years’ experience developing evaluation frameworks, and managing evaluation projects;
  • Minimum 1-2 years’ experience designing, coding and administering surveys;
  • Prefer 3+ years of experience working with large data sets, analytic reporting and creating data visualizations;
  • Advanced+ proficiency with Excel, and Microsoft Office Suite. This role requires a high level of proficiency and confidence analyzing and presenting data within Excel;
  • Attention to detail with the ability to keep data organized and to thoroughly document data and reporting systems;
  • Preferred candidates will have experience with Tableau;
  • Preferred candidates will have experience with SQL and query writing;
  • Preferred candidates will have experience with systems administration, integration and automation.
  • Experience analyzing data and building maps in GIS platforms is a plus;

  • Self-starter; ability to take initiative and independently recommend new directions for analysis.
  • Time management; ability to effectively and proactively prioritize at-times large and varied workload with competing deadlines
  • Project management; confident leader and effective communicator, able to keep cross-departmental team on track and goal-oriented.
  • Good people skills and the ability to work across departments on a variety of projects and communicate data results clearly and succinctly.
  • Attention to detail; thoroughness in accomplishing a task through concern for all the areas involved, no matter how small.
  • Comfort with supporting change management and communication as technical requirements are translated into new processes that change the daily workflow for staff and/or the system use cases.
  • Understanding of program evaluation, monitoring, and impact assessment preferred.
  • Familiarity with the fields of food banking, hunger alleviation, or food security preferred.
