TANF Program Manage

OVERVIEW: Under the general supervision of the Social Services Director the TANF Program Manager will assist in the planning, management and organization of the Temporary Assistance to Needy Families (TANF) program, and General Assistance (GA) program. The TANF Program Manager will supervise provide leadership, draft policy and procedures and assist with day-to-day operations, support the TANF and GA staff and is responsible for designing, implementing and evaluating program systems. This position will ensure that the programs remain in accordance with all policies and procedures and any regulations that govern them. The TANF Program Manager is also responsible for collecting site data reports and compiling regular reports as required by Lower Elwha Klallam Tribe and the various funding agencies.

SALARY LEVEL: DOQ

POSITION STATUS: Full-time, non-exempt

WORK SCHEDULE: 40 hours a week

ESSENTIAL FUNCTIONS OF JOB:

  • Manage the day-to-day operations of the TANF and GA programs and supervision of the program staff.
  • Assist, meet, interact and work with similar service agencies and develop cooperative agreements for sharing of resources.;
  • Serve as a representative of the Tribe and regularly attend advisory groups working with disability, welfare and employment issues from Tribal, State, County and Local Community Governments;
  • Manage the TANF and GA budgets; make and justify decisions for the expenditure of funds; and identify and use other financial resources to maximize the use of program funds. Provide monthly reports to the Social Services Director;
  • Monitor monthly financial expenditures, taking corrective action for over/under expenditures as needed
  • Develop and maintain progress records, timetables, and training schedules; monitor service costs within standards for budget management; document procurement of services;
  • Market the TANF and GA work programs to potential employers, potential community partner agencies, and potential program participants;
  • Prepare and submit all required reports and/or request for information as assigned by the Social Services Director, meeting reporting deadlines;
  • Update plans and policies to ensure that program services comply with regulations and maximize program flexibility;
  • Work with staff to write proposals for TANF and GA projects and activities within the federal, state and tribal regulations relevant to the programs and ensure that the projects and activities are conducted and evaluated;
  • Provide assistance in carrying-out the projects and activities;
  • Perform internal audits of case files. Report findings to the Social Services Director and work with staff to correct all discrepancies.
  • Manage a caseload, to include home visits, processing of support services, case manage, calculate and issue grants and data input into case management system.
  • Provide backup coverage for case managers while they are out of the office.
  • Develop and schedule staff training as appropriate;
  • Provide leadership, guidance and consultation to other caseworkers concerning program guidelines and best practices for caseworkers/social workers;
  • Address staff and participant grievances;
  • Perform additional duties as assigned.
 
Position Requirements

QUALIFICATIONS:

  • Must have the ability to work in a fast paced environment and meet deadlines;
  • Minimum of five years providing direct TANF services;
  • Minimum of three years’ experience at a manager level capacity (supervising staff) and a minimum of five years’ experience working in a social services related field required;
  • Understanding of the Laws, ordinances, rules and regulations affecting the TANF and GA Program
  • Ability to perform client evaluations and individual, group, family, and other counseling techniques;
  • Ability to understand and apply program policies and procedures for client case management and record keeping;
  • Ability to work with a wide variety of people and to communicate effectively with Native American clients and program staff;
  • Collaborative problem solving methods;
  • Ability to network effectively with public, community, and tribal agencies;
  • Ability to balance strong people skills with the ability to assess client needs and experience;
  • Ability to apply eligibility guidelines when helping clients to obtain benefits;
  • Ability to prepare grant requests and write reports;
  • Strong verbal ability and public speaking ability;
  • Human relations, interpersonal communications and team building;
  • Knowledge of computer database systems, including ability to manipulate data for required reports;
  • Possession of a valid Washington State driver’s license within 30 days of employment, an insurable driving record, and willingness to travel, as assigned;
  • Must pass a background check;
  • Must pass a urine analysis and comply with the Lower Elwha Klallam tribe Drug Free Workplace policy;

DESIRED QUALIFICATIONS

  • Bachelor’s degree in social services, administration or a related field preferred;
  • Strong technical writing skills;
  • Must be knowledgeable about and sensitive to the clients' cultural needs and be able to apply prevailing social and cultural standards of the community in order to maintain the clients' social and cultural ties.

PHYSICAL REQUIREMENTS

  • Stamina to work 40 hours per week, primarily in an office setting;
  • Ability to reach and squat for dealing with young children;
  • Must be able to read handwriting;
  • Must be able to deal with the emotional distress ;
  • Frequently necessary to work beyond normal office hours for evening and weekend meetings;
  • Business travel within the state and to other states may be required periodically.
