GENERAL PURPOSE

Under the administrative supervision of the Clinical Director or Program Director, this position is responsible for insuring that the clinical and case management needs of clients with co-occurring psychiatric and substance abuse issues are met and that they achieve their goals through best practices such as motivational interviewing, harm reduction, and any other evidence-based practices available. Clinical Specialist will also be responsible for providing some case management responsibilities to a modified case load when fully staffed.

DISTINGUISHING CHARACTERISTICS

This is an at-will direct service position within a program. The position is responsible for assisting and advocating for our members in meeting their expressed goals while living in the community.  Additional support in areas of medication management, housing, counseling and advocacy will be provided as needed.

ESSENTIAL DUTIES AND RESPONSIBILITIES – (ILLUSTRATIVE ONLY)

  • Provides group and individual therapy/counseling under supervision of clinical or program director.
  • Provides psycho-education in group, family or individual format.
  • Make recommendations for improvement in clinical program; will have input on clinical issues as part of the clinical team.
  • Consult with or meets regularly with the client’s family, care provider or other significant persons with client’s consent.
  • Develop individual service plans for each client and empowers clients in meeting their goals; assists teams with development of service plans that reflect measurable objectives.
  • Provides in-service training and workshops for clients and staff.
  • Assists teams in prioritizing resources to complete paperwork requirements per funding source and outlining areas for improvement in documentation.
  • Interact productively within the team in order to provide holistic case management services to an identified group of clients.
  • Advocate for and assists clients and their families in accessing and receiving mental health treatment, medical care, housing, food and clothing as indicated.
  • Completes regular Internal Utilization Reviews- under direction of Clinical Director
  • Reviews and ensures timely completion of Special Incident Reports, as well as Mandated Reports.
  • Completes new referral intakes, including Comprehensive Assessments for new referrals, as well as completing bi-annual assessments for clients.
  • Represents the Stanislaus County Public Guardians office as a Deputy Public Conservator for those clients under conservatorship.
  • Assists the Clinical Director in all areas of clinical program development as needed including KET tracking.
  • Provide prompt intervention in the event of a crisis both to stop the crisis and to notify, when indicated, persons and agencies necessary for the resolution of the crisis situation.
  • Problem solves communication difficulties between staff and clients by providing interventions to enhance communication.
  • Meets regularly with clients at Turning Point sites or in the field, at job sites, homes, board and care facilities, skilled nursing facilities, locked facilities, and other appropriate sites.
  • Develops financial management plans for clients who receive Representative Payee Services and authorize appropriate expenditures.
  • Afterhours and on call duties required

Knowledge Of:

  • Principles and goals of community mental health.
  • Principles and goals of the “self-help model.”
  • Principles and goals of the “consumer-driven model.”
  • Principles and goals of the “harm reduction model.”
  • Principles, techniques and trends in counseling, psychotherapy, clinical case management, and various treatment modalities.
  • Psychosocial rehabilitation’s treatment and programming.

Ability To:

  • Work and communicate with staff, clients, families, community agencies and Professionals.
  • Perform crisis intervention strategies.
  • Work effectively under stress and conflict.
  • Exercise appropriate judgment and decision-making.
  • Be flexible and adaptable in any given situation. 
  • Work as a member of a team.
  • Work under time deadlines and pressures.
  • Work with minimal supervision.

Schedule: Monday - Friday 8:30 am - 5:00 pm

 
Position Requirements

MINIMUM QUALIFICATIONS AND CERTIFICATIONS & LICENSES

Education, Training and Experience:

A typical way of obtaining the knowledge, skills and abilities outlined above is through graduation from an accredited college or university with a master’s degree in Social Work or related field and two (2) years varied experience as a provider of mental health services and full licensure as a LCSW, MFT or LPCC verified through registration with the Board of Behavioral Sciences (BBS)

Licenses; Certificates; Special Requirements:

  • Full licensure as a LCSW, MFT or LPCC
  • Valid registration with the Board of Behavioral Sciences (BBS)
  • California driver’s license & current vehicle insurance/registration if driving; and,
  • Reliable means of transportation capable of passing vehicle safety inspection if more than five years old excluding all modes of two-wheeled transport inclusive of bicycles, mopeds and motorcycles.
