Description

The Director of Corporate Services (DCS) manages, supervises, and coordinates the development and delivery of corporate services and activities in order to ensure the most effective use of resources to ensure that the needs of Carlington clients have sufficient support. The services supervised include finance, information technology, facility and building services and occupational health and safety. The Director collaborates with Carlington staff to ensure that the Centre is administered effectively within the policy and planning direction established by the Board of Directors.

The Director contributes to the overall milieu of Carlington Community Health Centre, stressing innovative programming, collegial support and cooperation, and community. The DCS also acts as an administrative and team link between Carlington and relevant collaborative staff.

Corporate Management

  • Participates actively in all corporate decisions and those program decisions having financial implications.
  • Works with the management team to identify and develop strategies for corporate issues, including legislative and legal requirements and ensures that Centre staff and Board are complying with legislative and legal requirements.
  • Provides support to the Executive Director and management for specific projects and activities when required.

Financial Management

  • Identifies, develops and implements comprehensive financial systems, policies, and procedures to ensure the effective and efficient financial management of the Centre.
  • Works closely with management, the Executive Director, and the Treasurer of the Board of Directors in ensuring the development and implementation of timely and effective financial policies and procedures.
  • Provides all major funders with comprehensive year-end financial reports.
  • Oversees the administration of the Centre's accounting systems for payroll, employee benefits.
  • Ensures all statutory requirements are met (e.g., Employer's Health Tax, source deductions due to Revenue Canada, etc.).
  • Facilitates Board decision-making by participating on the Finance Committee.
  • Contributes to the decision-making process by preparing financial and economic analyses, undertaking financial impact studies and providing timely information to the Executive Director on the investment portfolio.
  • Assists the Executive Director and managers in the preparation of grant proposals as required.
  • Manages the Centre’s financial and capital assets

Managing the Operations of the Centre

  • Plans, organizes and directs the activities related to the efficient administration of the Centre by analyzing, establishing and monitoring general policies and procedures as necessary.
  • Prepares and negotiates leases and insurance coverage.
  • Manages information technology (IT) services by providing direction and advice.
  • Manages the operation and maintenance of the Centre's IT systems by overseeing the operations of current information systems and making recommendations for modifications as needed, and developing, implementing and monitoring new information systems as needed.

Managing Building Maintenance and Security

  • Oversees the ongoing maintenance of the physical facilities of Carlington and supervises staff members and contractors hired to assist with property maintenance and security.
  • Prepares and monitors relevant budgets to sustain proper maintenance of the facilities.
  • Selects and oversees the implementation of security systems and related policy/procedures; ensures ongoing security of the property and its contents.

Occupational Health and Safety

  • Manages and coordinates the activities of the Joint Health and Safety Committee.
  • Participates as Certified Employer Representative on the Health and Safety Committee.
  • Serves as Lead Senior Leadership Team representative and liaison from the Joint Health and Safety Committee to the Senior Leadership Team.
 
Position Requirements

Education

  • Bachelor’s degree from a recognized university in a relevant discipline, preferably in Commerce, Business Administration or Accounting.
  • Professional accounting designation required.

Professional Experience

  • A minimum of five years of experience in a financial management field with progressive managerial responsibility.
  • Extensive experience in: strategic planning and evaluation; supervision of employees; proposal development; managing funding contracts; developing policies and procedures; and managing administrative functions.
  • Knowledge of and experience managing staff, information technology, facilities and building services, and occupational health and safety.
  • Experience using ACCPAC accounting software.
  • Certified Occupational Health and Safety, Level II.

  • Experience in program development, implementation, monitoring, and evaluation. Ability to develop and implement programs using an inter-disciplinary collaborative approach.
  • Knowledge of and ability to apply health promotion concepts, strategies, and philosophy.
  • Excellent interpersonal and communication skills, oral and written, in English.
  • High level of organizational and time management skills in a fast-paced environment. Demonstrated ability to prioritize, to be flexible, and to meet deadlines.
  • Demonstrated ability to model “client-centred” service delivery.
  • Demonstrated ability to work in a diverse, multi-cultural, multi-disciplinary team environment.
  • Demonstrated proficiency in the use of computers and various software applications, including all Microsoft Office programs, and database, publishing, and spreadsheet software.

Linguistic Profile

  • This position does not fall within Carlington CHC’s designation under the French Language Services Act of Ontario.
  • Fluency in English is required.
  • Fluency in another language relevant to our client population is an asset.

Salary Range $50.56/hour - $59.48/hr
