Summary

The Child Development Specialist is responsible for ensuring the delivery of high quality and developmentally appropriate early childhood and education services by providing training, technical assistance, and monitoring for implementation of best practices to an assigned caseload of teachers and/or home child care providers. This position works with teachers and home child care providers to create a successful environment that will promote the growth and development of Early Head Start Child Care Partnership (EHS CCP) children and engage families in their child’s growth and development while continuously promoting the role of parents as the child’s first and most important teacher. The Child Development Specialist will provide supports in the areas of early childhood and education, mental health, disabilities, including providing resource and referrals whenever developmental or social emotional concerns are identified.

Essential Functions include the following. Other duties may be assigned.

Site/Contracted Partner/Home Child Care Network Provider Visits (50%)

The Child Development Specialist will meet with assigned EHS-CCP Home Child Care Providers (HCCN) and/or child care site teachers weekly to conduct the following:

  • Provide support in setting up a physical environment that meets the changing developmental needs of infants and toddlers.
  • Assist the providers and/or child care site teachers in the utilization of adaptive materials and environments to meet the varying needs of children.
  • Assist the HCCN providers/teachers to provide an atmosphere that promotes and reinforces parental involvement in the classroom/provider home.
  • Submit referrals to the Education Manager and/or the director for any contractual issues identified through the regular visits; ensure proper communication and effort to solve said issues have been taken.
  • Assist providers/teachers to resolve any conflict/issues between families and providers and/or child care site teachers.
  • Support providers and/or child care site teachers with implementation of School Readiness Goals.
  • Participate on family recruitment efforts.
  • Monitor and provide technical assistance to ensure lesson plans and routines are responsive, provide nurturing care, and individualized activities that respond to the child’s emerging needs and interests.
  • Monitor to ensure all Head Start components are integrated into the lesson plans and the learning environment.
  • Work with family and appropriate agencies in developing IFSP’s.
  • Work closely with other team members and families regarding child's progress.
  • Act as a liaison between families and child care staff.

Documentation, Training, and Meeting Compliance (40%)

  • Provide one-on-one and/or group training/modeling/assisting on a variety of topics.
  • Perform follow-up trainings through demonstration (modeling) with children and/or observation and make suggestions as needed.
  • Complete the Environmental Assessment for each of the HCCN providers and/or child care site teachers, complete summary of finding, and set action plans.
  • Conduct Basic Health and Safety checks.
  • Conduct home visits which incorporate parent education, child growth and development and supports the development of child’s goals with parental involvement.
  • Conduct parent teacher conferences to share with parents the status of their child and update/revise the child’s goals.
  • Monitor and complete monitoring visit reports.
  • Train the HCCN providers and/or child care site teachers on the implementation of the selected curriculum, screening tools, child assessments, individualization, and teaching practices.
  • Participate in regularly scheduled team meetings to plan for and deliver collaborative services across all components.
  • Maintain accurate written records for site/HCCN observations, completed checklists, summary of monitoring visit forms, referrals, follow up visits, and other required forms.
  • Maintain security and confidentiality of all written family records.
  • Plan and facilitate orientation sessions for new parents, provide information on program policies and services.

Other (10%)

  • Attend meetings, trainings, and appropriate professional development activities as required and requested.
  • Assist in inventory of HCCN materials, supplies, equipment and lending libraries.
  • Prepare communication materials, i.e., memos, flyers, referral forms etc. for staff and parents.
  • Work with the Family Advocate to prepare and distribute a regular newsletter.
  • Travel to Early Head Start centers and HCCN provider homes.
  • Assist in special projects as related to Early Head Start.
