SUMMARY

The Parent Referral and Administrative Specialist provides technical assistance to early childcare and education providers. Assists parents/guardians and families with child care consumer education and referrals. Coordinate management and distribution of funds for early childhood professionals for quality improvement, training, and professional development within the service delivery area. Provide administrative support to Director and within department team.

ESSENTIAL FUNCTIONS include the following. Other duties may be assigned.

Parent Referrals (50%)

  • Conduct intakes of parents/guardians/families seeking child care education and referrals for care in-person and by phone to determine individualized child care needs.
  • Utilize database system to provide customized child care referrals based on information collected in intake process to determine appropriate child care referrals.
  • Communicate identified referrals for child care and appropriate consumer education information through mail, email, and/or telephone to parents/guardians and families to assist in connecting parents/guardians and families with available community child care serves that meet individualized needs.
  • Collect and enter information on parents/guardians/children in standard and computerized format of statewide Child Care Resource & Referral (CCR&R) system to maintain up-to-date database systems for reporting and future service requests.
  • Maintain up-to-date consumer education information including information on child care options, costs, subsidized care, licensed capacity and quality indicators for distribution to parents/guardians and families via mail/electronic information distribution.
  • Ensure required follow-up contact is made within contract timelines to measure parents’/guardians’ success in their child care search and satisfaction with education and referral services.
  • Collect and enter data on state website as related to referral and consumer education activities.
  • Support data collection for updates of child care provider database for parent and/or provider databases and market rate survey completion processes through phone, email, and mail contact to ensure up-to-date information is available for data needs both internally and within statewide system reporting.

Grants Coordination (30%)

  • Coordinate the Quality Improvement Fund Programs adhering to the policies and procedures for administration provided by the Illinois Department of Human Services to ensure funds are distributed in a timely fashion.
  • Promote and serve as contact for information related to quality improvement funds, including technical assistance, to early childcare and education providers to ensure community members are aware of available funds and processes for application and awards.
  • Responsible for distribution of quality improvement funds in accordance with guidelines set by the Illinois Department of Human Services, Child Care Resource & Referral of Midwestern Illinois, and SAL Family & Community Services.
  • Manage all grant documentation adhering to the policies and procedures for administration provided by the Illinois Department of Human Services, ensuring documentation is complete and up-to-date in accordance with guidelines.
  • Monitor quality improvement funds budget and spending within approved funding amounts to ensure approvals are in alignment with Illinois Department of Human Services budget.
  • Collect and enter data on state website as related to quality improvement funds activities as directed in Illinois Department of Human Services contract deliverables.

Administrative and Contractually-Required Functions (20%)

  • Promote Child Care Resource and Referral services through development and management of regular newsletters, online website, and social media content.
  • Manage supply/materials ordering and manage vendor contacts for departments within Child Care Resource & Referral of Midwestern Illinois through web-based ordering systems, vendor relationships, and coordination with internal accounts payable staff.
  • Serve as liaison between departments and information technology outside vendors, including managing web-based help tickets and on-site troubleshooting as needed, to ensure information technology systems are functional and efficient.
  • Assist in preparation and closing of training activities including creating rosters & training certificates in advance of trainings and entering training data on state approved databases in accordance with training policies and Data Tracking Program processes.
  • Facilitate Child Care Resource & Referral of Midwestern Illinois trainings (on and off-site) to childcare providers, as needed, to include occasional nights and weekends.
  • Provide administrative support for Director including accounts payable, data tracking, and preparation of reporting.
