Summary

The Health and Nutrition Manager ensures the implementation and supervises the operation of the Early Head Start Child Care Partnership program areas for health, prenatal services, safety, and nutrition as set forth in the Early Head Start Act and Performance Standards. This position ensures that the areas are in compliance with all the pertinent regulations and performance standards; plans, coordinates, monitors, trains and implements health, safety and nutrition services for all Early Head Start children; plans and delivers content area training for staff, parents and volunteers; monitors for proper implementation of the record keeping system for the areas of health, prenatal services, safety and nutrition. Works as part of the integrated management team for the program and will interact with the Policy Council.

Essential Functions include the following. Other duties may be assigned.

Program Management (50%)

  • Plan, organize, coordinate and monitor nutrition services for Early Head Start children; ages 0-4 and pregnant mothers.
  • Oversee and monitor the work and performance of the contracted Registered Dietician to ensure the functions listed on the scope of work are conducted within the established timelines.
  • Plan and oversee the annual budget for health, nutrition, and food services.
  • Participate as part of the management team in agency-wide activities, including recruitment, enrollment, and community outreach and reporting.
  • Participate in the negotiation of interagency agreements and contracts with local providers.
  • Assist in special projects as related to Early Head Start.
  • Ensure compliance with federal, state and local regulations governing nutrition, health, and safety in Early Head Start to include:
    • Monitor the implementation of safety policies and procedures plans and develop policies and procedures for health and nutrition services.
    • Monitor the children/pregnant mothers health status, including documenting, tracking, follow-up of the recommended care.
    • Plan and coordinate health and safety inspections.
  • Assist families with obtaining health and dental services.
    • Coordinate the health needs of children with disabilities enrolled in the Early Head Start Program.
    • Ensure proper individualized plans are developed to accommodate children/pregnant mothers with nutritional and health needs and that children can safely participate in all program activities.
    • Review screening and exam results and monitor to ensure referrals, supports and resources for follow-up treatment are provided as necessary.
    • Participate in interdisciplinary case management.

Data, Reporting, and Documentation (15%)

  • Develop/revise policies and procedures for health, nutrition, prenatal and safety.
  • Collect health, nutrition and safety data, conducts analysis and makes recommendations for program continuous quality improvement.
  • Utilizes data management systems to track and monitor cases and services,
  • Prepares monthly service area reports.
  • Produce reports regarding nutritional/health services.

Training and Education (20%)

  • Develop, coordinate and conduct, as necessary, nutrition, health and safety education and training programs for parents, staff, partners/HCCN providers
  • Train staff and monitor for completion of health screenings against the program’s timelines.
  • Responsible for ensuring staff have the skills and capacities to promote family health, healthy eating habits and wellness amongst all families enrolled in the program.
  • Develop and coordinate processes for completing required medical/health exam screening- including vision, hearing.
  • Coordinate Head Start Health Advisory Committee.
  • Provide supervision and training to the food service staff/cooks and leads all nutrition functions.
  • Provide staff and parent’s information throughout the year regarding health and nutrition issues.
  • Serve as health and nutrition planner and review and update the health, nutrition and safety written plans, policies and procedures.
  • Attend meetings, trainings, professional development, etc. as needed or requested.

Supervisory Responsibilities (15%)

  • Manage other health and nutrition staff. Ensuring the responsibilities, authorities and accountabilities are in accordance with organization policies and applicable laws.
  • Responsible for overall direction, coordination, and evaluation of the health and nutrition program.
  • Responsibilities include interviewing, hiring, onboarding, and training employees; planning, assigning, and directing work.
  • Identify and provide capable management succession opportunities and plans.
