Summary

The Early Childhood Education (ECE) Manager oversees the education and early childhood development services of the Early Head Start and ensures compliance with applicable federal, state and local rules, regulations and contractual requirements. This position provides education resources to staff and parents, trains, coaches and mentors staff to assure implementing of developmental and cultural best practices centered in nurturing and responsive care in the field of early childhood education. Participates in the recruitment of partners and family child care providers and oversees the professional development plans of the education staff and the contracted partners and providers.

Essential Functions include the following. Other duties may be assigned.

Program Oversight (50%)

  • Assume management responsibility for the child development and educational program aspects in the Early Head Start program, including school readiness, child outcomes and full implementation of the selected curriculum.
  • Develop or update the integrated education and early childhood development plan, policies and procedures for Early Head Start in consultation with staff, parents, and representatives from local schools.
  • Review and evaluate child development plans and activities to assure services provided are culturally, linguistically, and developmentally appropriate and inclusive of individual levels of ability, interests and developmental rates.
  • Plan and oversee the implementation of activities to involve parents in planning the EHS program approach to child development and education, individualized planning for the parent’s own child, opportunities to gain skills and knowledge about child growth and development, and regular communication with program staff.
  • Make regular observations of centers, classrooms and Home Child Care Network homes, to ensure environments both indoors and out are clean, healthy, well-organized and have sufficient developmentally and culturally appropriate materials and planned activities to support progress towards the program goals and objectives.
  • Implement a process of on-going monitoring to ensure developmental screens, ongoing assessment, individualization and lesson planning occurs in accordance with the program’s policies, procedures and timeliness.
  • Establish and maintain procedures to support successful transitions for enrolled children and families from previous child care programs into Early Head Start and from Early Head Start into Head Start or other child care settings.
  • Establish communication between EHS staff and their counterparts in other child care settings and in the Head Start and other preschool programs including, teachers, social workers and health staff to facilitate smooth, successful transitions and ensure Early Head Start children and their families are prepared for school success. Serve as a liaison for the Early Head Start program with local education agencies, Head Start, special education programs, public and private child care centers.
  • Coordinate with the Head Start or other agencies to ensure that individual relevant records are transferred to the school or next program placement.

Data, Reporting, and Documentation (20%)

  • Monitor the educational services budget to ensure efficient operation and appropriate environment set up which includes developmentally appropriate, sufficient and safe materials at each of the sites and FCC homes. Prepare specifications for all educational services equipment and supplies; order and oversee the distribution of educational materials and supplies.
  • Gather and analyze data to monitor for quality and compliance with pertinent, regulations, and laws, identify best practices, competencies, training needs and provide input in program decisions.
  • Ensure timely and accurate reporting to Program Director, federal, and/or state authorities.
  • Analyze data for progress on school readiness goals and for continuous quality improvement.
  • Oversee the ongoing monitoring of the contracted partners and child care providers. Report on performance against the EHS CCP contract deliverables and provides reports to the EHS CCP Director indicative of the contractor’s performance, concerns and strengths.

Staff Development and Management (20%)

  • Develop and oversee the implementation of a training plan to ensure all educational staff, partners and providers acquire and enhance the skills needed to implement education services goals and objectives, comply with Performance Standards, plan and provide daily experiences, activities and routines that achieve the goals of the IFSP, IEP, and/or ILP, and provide a quality experience for children and their families.
  • Provide leadership with an understanding of the diverse population served by SAL Family and Community Services. Participate in a variety of meetings, recruitment activities, and events to support EHS and its partners; attend and participate in professional group meetings and trainings.
  • Meet regularly with the EHS CCP Director and other management team members; meet with other staff as needed. Schedule and/or attend case conferences, parent conferences, case reviews, IEP/IFSP meetings, staff meetings, parent meetings, in-service and pre-service meetings, and other meetings.
  • As part of the management team, participates in program wide activities which include but are not limited to program planning self-assessment, community assessment, writing funding applications, developing and/or revising policies, procedures, forms and plans.

Other (10%)

  • Attend meetings, trainings, professional development, etc. as needed or requested.
  • Assist in special projects as related to Early Head Start.
