Job Summary

Essential position for developing and maintaining the clinical capacity and integrity of the clinical services in mental health and chemical dependency areas. Incumbent shall be responsible for the overall operation of the Behavioral Health programs and activities consistent with the purpose of Yellowhawk’s mission and vision and in accordance with culture, priorities, policies and procedures, plans and budgets of Yellowhawk and the Confederated Tribes of the Umatilla Indian Reservation. Provide oversight and maintain compliance of program activities through the direct supervision and consultation with program coordinators. This position reports directly to the Chief Executive Officer, but has close collaboration with all other services and programs within Yellowhawk. Incumbent will work with staff, program coordinators, tribal community and other stakeholders to explore ideas, analyze data outcomes, revise program components based on outcome results and to identify, develop and implement current services and develop new services within the department. Represent Behavioral Health by serving and participating on various agency, state and local committees. All Behavioral Health staff must adhere to mandated reporting laws. All duties and responsibilities will be performed in accordance with the Yellowhawk Mission and Vision statements.

Essential Job Functions

  1. Responsible for the direct oversight of the clinical functions and services for the Behavioral Health Department.
  2. Provides consultation and guidance to mental health providers in addressing client management, crisis intervention and emergencies to ensure adherence with mental health professional standards and policies.
  3. Responsible for planning and coordinating a multi-disciplinary approach to mental health and substance abuse treatment services to include individual family, couples and group therapy.
  4. Coordinates the opportunities for skills enhancement and/or development for clinical staff to ensure clinical competency among staff.
  5. Ensures Quality Assurance through chart review. Facilitates peer review and related activities to ensure quality of services. Oversees charting and documentation according to approved standards.
  6. Ensure all internal and external reports as required per tribal and outside contractual requirements are completed and professional.
  7. Attend ongoing meetings which facilitate networking among other tribal programs and outside human service organizations.
  8. Represent the Behavioral Health Department at internal and external committees, boards and other formats as identified by program need and/or directed by Tribal Administration and/or Tribal Council.
  9. Develop and maintain positive working relationships with external tribal, public and private agencies, legislators, funding sources that will improve the program’s business health and reputation in the community.
  10. Remain knowledgeable about federal, state, and local policies, programs, legislation and regulations affecting the operation and funding of the Behavioral Health programs.
  11. Maintain close liaison with officials of institutions/entities with which it has cooperative arrangements for the performance of behavioral health services.
  12. Determines the level and types of services needed to address the overt behavioral and mental health needs within the community. Builds a menu of services that address the identified need.
  13. Ensure program services and policies function in accordance with accreditation commission, licensing boards, and Indian Health Services (IHS) guidelines. Also, works collaboratively with staff, colleagues, the Tribal and local court systems, and all other agencies that provide services to the Umatilla Community, as well as the community at large.
  14. Insure that written manuals defining policies and procedures are prepared, regularly reviewed, revised, updated; communicate changes to staff.
  15. Assess and evaluate the program for the continuous improvement of services.
  16. Adhere to patient confidentiality and comply with clinic policies and federal regulations under the Privacy rules of the Health Insurance Portability and Accountability Act (HIPAA).
  17. Provide excellent customer service for all internal and external customers of the operations at all times. Provide solutions for customer concerns and continually focus on customer service as our top priority.
  18. Must maintain strict confidentiality and present a positive, professional demeanor and image at all times.
  19. Works closely with the Medical Director to develop strategies to integrate MH clinical services into the medical primary care system.
  20. Works closely with the Clinical Applications Coordinator for all Behavioral Health RPMS and reporting nees.
  21. Ability to generate data and reports to account for the clinical workload of staff & assignment of clients
  22. Assists staff with requirements needed for maintaining individual certification(s).
  23. Works independently and creatively to meet the behavioral, mental health, and A&D needs of the community.
  24. Maintains and manages program budgets and financial reporting, including providing oversight of applicable grant requirements.
  25. Establishes and facilitates recovery and support groups as deemed necessary by the CEO. Some groups would include but not be limited to; equine therapy, domestic violence, grief, gender specific groups and/or Talking Circles.
  26. Maintains client records, program records and reporting in accordance with Tribal, Indian Health Services, the Federal government, and Oregon State professional standards, rules and regulations. Adheres to all applicable tribal, federal, or state privacy laws and regulations, including but not limited HIPPA and 42 CFR Part 2.
  27. Maintains and follows clinical policies and procedures to meet the changing behavioral health environment and to comply with OR State Mental Health Attestation and OR state certifications.
  28. Attends training as necessary to maintain certification.
  29. Any other duties and responsibilities as delegated.
 
Position Requirements

Minimum Qualifications

  1. Master’s Degree in psychology, social work, human services, or related field with four (4) years of successful post graduate experience relevant to this position.
  1. Professional licensure such as LPC, LCSW, LMFT.
  2. Three years supervisory experience, including goal setting, program and budget development and administration required.
  3. Experience working with co-occurring disorder clients; additional certification in A & D counseling preferred (but not required if experienced in co-occurring disorders.)
  4. Experience/Certification in Trauma Treatment Modalities such as EMDR, Neurofeedback, CBT, etc.
  5. Advanced computer skills and experience with EHR & other electronic charting modalities.
  6. Comprehensive knowledge of integrating behavioral health services with other clinical services.
  7. Demonstrated successful experience managing a multiple funding source budget.
  8. Demonstrated knowledge of behavioral health programs, program development, research, infrastructure, and current issues and best practices.
  9. Demonstrated excellent communication skills, both oral and written.
  10. Knowledge of and experience working with generally accepted reporting formats.
  11. Demonstrated skill in developing work processes, and implementing quality improvement measures.
  12. Successful ability to manage multiple tasks and projects in a faced paced environment with multiple deadlines.
  13. Must possess a valid driver’s license to perform job duties that involve driving GSA vehicles both on and off the Umatilla Indian Reservation and maintain insurability to operate a GSA vehicle.
  14. Represents Yellowhawk with a respected and viable presence in the community.
  15. Must submit to and pass a reference and criminal background check.
  16. Must submit to and pass a pre-employment drug and alcohol screening.

Preferred Qualifications

  1. Doctorate degree in Behavioral Health, Healthcare Administration or other related field.
  2. Certified Co-occurring Disorders Specialist (CCDS)
  3. Experience and/or knowledge of history, culture and health needs of Native American communities preferred.
  4. Experience in a Tribal healthcare system.
