Base Wage $18.20 - $20.00 per hour based on education and experience.  
Description

Summary

The Procurement Coordinator organizes and manages the purchase and delivery of materials, supplies and equipment for Early Head Start. This position exercises initiative and judgment in problem solving related to purchasing costs and equipment maintenance. Ensure procurement policies are upheld and the organization is receiving best value on all items ordered.

Essential Functions include the following. Other duties may be assigned.

Purchasing and Quality Assurance (30%)

  • Coordinate all purchases of materials, supplies and equipment for the organization, including Early Head Start.
  • Work closely with accounting to resolve any issues with purchase orders or release of encumbered expenses.
  • Coordinate purchasing details with vendors including pricing revisions, order cancelation, discontinued items, acceptable substitutes, delivery date revisions and invoice discrepancies.
  • Compare costs and evaluate the quality and suitability of supplies, materials and equipment; provide price comparisons and quotes when requested.
  • Order merchandise based on needs.
  • Review requisitions for accuracy, completeness, account codes and prepare and process purchase orders.
  • Inspect merchandise for quality and reject items that do not meet specifications.
  • Take corrective action to expedite late, incomplete or defective deliveries.
  • Organize and direct the delivery and receiving process.
  • Ensure items are signed for and proof of receipt is documented.
  • Work closely with the driver to ensure proper delivery of materials, supplies, and equipment.

Vendor Selection and Management (30%)

  • Follow all procurement procedures as listed in the Head Start Procurement procedures 1303.55 and organization policies and procedures.
  • Select vendors, assess vendor capabilities, develop alternate sources and evaluate vendor performance and negotiate price and delivery.
  • Maintain vendor lists and files.
  • Manage and conduct all steps of the bidding/request for proposal process steps from initiation and creation of request for proposal documents to awarding contract to new vendors and/or as scheduled for current vendors and processes.

Documentation and Other (20%)

  • Perform all documentation and reporting requirements as set forth by Early Head Start and organizational expectations.
  • Assist in special projects as related to Early Head Start and/or SAL Family and Community Services

Inventory (20%)

  • Monitor and purchase items needed to replenish bulk items inventory.
  • Maintain and report on inventory utilizing electronic requisitioning software.
  • Reconciliation of year-end manual inventory of bulk inventory items.
