Base Wage $16.38 - $18.00 per hour based on education and experience.

Summary

The Eligibility Specialist processes child care assistance and Early Head Start eligibility applications for families. The position conducts eligibility processes in accordance with the Head Start Performance Program Performance Standards and any local, state and/or organization policies; they assist with the coordination of recruitment activities for eligible families to ensure an ample wait list is maintained for all sites. The Eligibility Specialist supports the billing processes by facilitating communication.

Essential Functions include the following. Other duties may be assigned.

Eligibility and Selection (65%)

  • Participate in ongoing recruitment activities to reach more families and children that the program is funded for and, ensure wait lists are maintained at all times.
  • Provide feedback on the program-operating policies to ensure that the EHS-CCP/CCAP program meets the federal and state requirements.
  • Reach out to any potential family to set up eligibility appointments. Set up in-person eligibility interviews with applicants to support completion of applications.
  • Oversee the wait list and select children to fill vacancies within the program’s stipulated timelines.
  • Work collaboratively with the Family Advocates to ensure selected families are enrolled in the program within the program timelines.
  • Provide frequent in person, phone and written contact with staff and families, often involving sensitive and or confidential information.
  • Provide appropriate information and referrals to wait listed families, with a focus on resources for currently homeless families awaiting placement.
  • Ensure that all necessary paperwork and case documentation is collected and proper co-payments are assigned according to policy.
  • Process requests for records made by parents or other agencies.

Data Management, Reporting, and Training (15%)

  • Maintain database and eligibility files for all enrolled, previously enrolled and wait listed applicants. Ensure files are accurate and accessible at all times.
  • Provide one-on-one training on program regulations and agency guidelines.
  • Produce any and all necessary reports as requested.
  • Monitor and track all child and family data pertinent to program eligibility, recertification, and services as entered into the program databases.

Billing (15%)

  • Coordinate billing process:
    • Process billing forms to ensure subsidy payments are made in a timely manner. Troubleshoot when billing issues arise.
    • Follow up with families to collect on parent pay agreements.
    • Notify program director whenever parent co-pays have proven to be a burden to the family.
    • Maintain open, ongoing communication with staff to ensure highest level of service to families (regarding placement, families’ financial concerns, referrals, etc.).

Other (5%)

  • Assist with enrollment. Conduct enrollments as needed.
  • Attend meetings, trainings, professional development, etc. as needed or requested.
  • Assist in special projects as related to Early Head Start.
