Description

This effort supports USARCENT Operational Sustainment and USARCENT G-5, Strategic Plans and Policy, on all matters pertaining to planning, theater strategy, and policy in the USCENTCOM AOR.

Additional Responsibilities Include, but are not Limited To:

  • Provides pre-award contract development and monitoring support for a variety of command requirements including logistics support contracts for exercises and operations in the USCENTCOM AOR.
  • Assist in planning, logistics estimates, concepts of support, and coordination with joint
    service component commands and subordinate headquarters.
  • Understand the effects of long-range, near-term, and current operations into the build of theater posture.
  • Use military support plans developed across the operational area and advise on solutions for base life support, transportation, engineering, and service-based contracts to mitigate the gap between military capability and that which is needed for full sustainment support.
  • Assists, within the scope of assigned responsibilities, in the administration and tracking of contracts.
  • The Contractor shall provide subject matter experts (SME) for operational planning in support of full spectrum operations in support of Operation Enduring Freedom (OEF) coordinating requirements, sourcing, and strategic movement of Army units for operations in the USCENTCOM AOR.
  • Analyzes contractor performance and makes recommendations for revisions as contracts proceed through the acquisition life cycle.
  • Provides advice regarding contract strategies to best accomplish the project acquisition plan.
  • Possess detailed knowledge of all facets of sustainment and its integration to develop detailed concepts commensurate with presentation at the one level and higher.
  • Track and work any major contract management issues.
  • Review all orders, policies, etc., for OCS interests.
  • Assist with maintaining OCS policy, operational guidance documents, and higher command OCS policies.
  • Assist requiring activity with the development of the contract performance work statements (reviewing the revising) and advise military superiors in analysis of theater requirements.
  • Assist in establishing and maintaining USARCENT OCS Common Operating Picture which provides the USARCENT Commander and subordinate commanders a picture of how much money is spent on contracts, the number of contracts supporting a certain country, and the number of contractors supporting contracts by location.
  • Liaise with USCENTCOM to integrate ASCC contract requirements into an overall contractor concept of support for the USCENTCOM area of operations.
  • Participate in workgroups, boards, and committees to recommend contract efficiencies as it pertains to use in future operations.
  • Participate in Operational Contract Support Integration cells to align country-based contract

capabilities into a seamless support plan for current operations at remote locations.

  • Travel to emerging locations to determine the scope of work required and shall assist requiring activity with developing performance work statements for base life support, transportation, services, and essential services contracts.
  • Participate in in-theater Requirement Review Board packet assembly prior to contract approval by ensuring the accuracy and completeness of contract submissions and participate in pre-submission analysis to ensure contract submissions are not duplicative to existing contracts. (Contractor must sign non-disclosure agreement).
  • Contractor shall review contractor personnel management policies and procedures to ensure compliance with U.S. Statutes and DOD policy and directives.
  • Assist with contract management of contracts awarded in USARCENT AOR.
  • Required in all operational phases - Shape, Deter, Seize the Initiative, Dominate, Stabilize and Enable Civil Authority as well as other USG departments and agencies and multinational partners.
  • Provide recommendations to leadership in alternative acquisition strategies when contracted support shall be required to ensure that adequate resources are available to achieve operations goals.
  • Ensure relevant and current OCS events are included in Title 10 exercises and participate in exercise planning conferences, develop OCS Master Sequence Event Lists (MSELs), and maintains AOR specific OCS lessons learned.
  • Attend conferences, workshops, and meetings required to integrate OCS programmatically into COCOM plans and write or update Annex Win support of these plans. 
  • Assist with proposal development, if necessary.
  • Perform other duties, as assigned.
