Planning Engineer II - Electrical

Job Purpose

Analyze and plan for the impact of future system developments upon the electric transmission and distribution system. Provide engineering support for on-going electric transmission and distribution, water, technical services, generation, and telecommunications projects as needed.

This position has a level I and a level II grading based on experience and demonstrated abilities. Tasks are performed at each level based on the individual’s knowledge and experience.

Specific Responsibilities

  1. Conduct, coordinate, interpret, and prepare electric transmission and distribution system studies, computer models, load flow analyses, and short-circuit studies. This includes:
    1. Develop and maintain both short- and long-range plans of required system improvements. Review and maintain outage information database to determine future system improvements.
    2. Apply engineering principles to the evaluation and selection of planning alternatives.
    3. Review historical load information and forecast future system demand and energy requirements.
    4. Maintain coordination of substation relays and line fuses.
  2. Prepare data submittals for MISO and other regional organization’s data requests, including system modeling. Coordinate with other departments as needed. Support Utility’s compliance with MRO and NERC Reliability Standards and prepare documentation as required. Participate in MISO and other regional organization committees to stay abreast of upcoming changes.
  3. Provide technical assistance and engineering support for on-going electric transmission and distribution, water, technical services, generation, and telecommunications projects as required. This may include:
    1. Evaluate and recommend ways to improve system reliability.
    2. Revise transformer specifications and loss evaluations formulas.
    3. Support arc flash studies and supply data for customer studies.
    4. Review power quality recordings, digital fault recordings, event records, and relay data as neede
    5. Supply data to and review results of customer harmonic studies.
    6. Provide justifications for capital projects.

Other Responsibilities

  1. Assist in the development of the annual operating budget and associated projections for the department.
  2. Other duties as assigned.
 
Position Requirements

Qualifications

Knowledge

  1. Bachelor’s degree in electrical engineering, power option preferred.
  2. Planning Engineer I is an entry-level planning position with a minimum 3 years utility experience preferred. Planning Engineer II is a minimum 5 years utility experience preferred.
  3. Knowledge of applicable local, state, and federal codes and standards that govern work on the electric transmission and distribution system, such as NESC, NEC, NFPA, OSHA, NERC, MRO, and MISO procedures, and others as they pertain to specific problems encountered.
  4. Working knowledge of, and the ability to stay current in, programming languages such as VBA.
  5. Familiarity with CAD and GIS preferred.

  6. Proficiency with use of Microsoft Office Word at an intermediate level and Excel at an advanced level.
  7. Working knowledge of transmission & distribution planning and analysis software packages such as PSS/E & CYME preferred.
  8. Proficiency with information retrieval from databases preferred.

Abilities

  1. Ability to work as part of a team, either as team leader or a member of a team.
  2. Ability to drive results and ensure work is accomplished properly, safely, and in a timely manner.
  3. Ability to work independently, effectively prioritize work, manage multiple tasks, meet deadlines, and adjust work priorities as needed to meet department/organizational objectives.
  4. Ability to develop, read, and interpret drawings, schematics, specifications, and technical manuals.
  5. Ability to distinguish colors.

Other Position Requirements

  1. Must be able to attend work on a regular basis and work extended hours as needed.
  2. Must be able to travel for work.
  3. Must maintain a method of communication in order to be contacted by MP&W outside normal work hours.

Work Environment

  1. Work environment is primarily in an office environment. Occasional visits to outside job sites may be required. Fieldwork is completed in all weather conditions.
  2. Must comply with all safety and site rules at all locations.
