Contracts / Subcontracts
Support entire contracting life cycle, from participation in proposal preparation through award and execution to close-out and archiving.
Administer prime contracts (FFP, T&M, CP) and/or subcontracts, including negotiation, correspondence, documentation, certification, and reporting.
Administer Government Schedules and GWACs.
Draft Subcontracts, Sub-K Mods, and other contractual documentation.
Responsible for maintenance of contract data in company database(s) and contract files.
Support completion of Reps & Certs, review and documentation.
Support post-award kick-off meetings, track new awards, and other contract metrics, as required.
Monitor and maintain deadlines for contract deliverables to include quarterly and annual submissions.
Prepare spreadsheets with formulas and data analysis. Ensure timely processing of department reports and deliverables. Generate reports on contract activity, as required.
Work as part of the BCO team supporting the Operations Groups/Programs to ensure the company is compliant and meets contractual obligation.
Proposal / RFI Support
Coordinate and process pre-proposal documents such as Non-Disclosure Agreements (NDAs), Teaming Agreements (TAs) and Subcontractor RFPs.
Review and analyze RFP terms and conditions, participating in solicitation/proposal reviews.
Prepare business proposals in response to RFPs.
Assist with Price to Win data collection and analysis.
Provide timely contractual advice on critical areas such as OCI, performance-based acquisition and other areas of concern to the Project, Program and Business Leaders.
Ensures proposals submitted are responsive and contain accurate and complete certifications and terms and conditions in accordance with company policies and all applicable laws and regulations.
Skills / Certifications:
Proficient in technology tools, including but not limited to Microsoft Office applications and SharePoint, required.
Proficient in Microsoft Excel, Word, and PowerPoint.
Microsoft SharePoint experience, a plus.
Technical writing experience highly desired.
Customer service oriented; must be detail-oriented.
Excellent time management, scheduling, and organizational skills.
Excellent attention to detail.
Excellent oral and written communication skills; build trusted partnership with internal and external customers.
Ability to work in an extremely fast-paced, dynamic environment.
Flexible and adaptable to changing environment.
Ability to interface with all levels of management.
Ability to work well independently or in a team setting.
CFCM, CPCM, PMP, Lean Six Sigma, or other applicable certifications a plus.
Fluent in speaking, reading and writing the English language.
Education and Work Experience:
Experience working for a Small Business and/or an 8(a) is a plus, as this type of work environment and culture are very different from working for a large integrator/organization.
Bachelor’s Degree in Business or related field.
4 – 5 years of experience in Government Contracting with demonstrated application and interpretation of Federal Acquisition Regulations (FAR) and development, negotiation and administration of high-dollar, multi-year, contracts and subcontracts.
Knowledge of federal government relevant laws, regulations, terms, conditions, and policies governing assigned contracts, including FAR, DFARS, and other agency regulations required.
Understanding of DCAA auditing and compliance related matters.
Demonstrated ability to negotiate complex agreements and communicate effectively with all parties internally and externally.
Demonstrated ability to create and maintain strong business relationships.
Demonstrated ability to adapt and manage effectively in a fast paced challenging environment and manage multiple, and oftentimes competing priorities.
Ability to work independently and with minimum supervision under a system of discipline and accountability.
Experience working with GSA Schedules.
Strong interpersonal skills and good judgment with the ability to work alone or as part of a team.
