Staff Attorney

Description

The staff attorney performs complex executive and professional level work as legal advisor to the City staff, and other various boards and commissions of the City. The staff attorney is hired by and reports directly to the City Manager. This position requires an attorney who can provide expert assistance and solid legal advice. Duties include:

  • Supervises and manages the day-to-day operations of the legal department of the City, including determinations for the appropriate outsourcing of legal work;
  • Renders oral and written legal opinions to the City Manager, Department Directors, and other City staff as requested;
  • Prepares contracts, ordinances, resolutions, deeds, leases, and other legal documents;
  • Reviews the legality and/or sufficiency of contracts, bonds, bids, leases, insurance, and claims;
  • Attends meetings of the Board of Commissioners, Planning and Zoning Board, and various committees and boards, as required, and renders legal advice on matters on the agenda;
  • Serves the City’s interest in various contract negotiations;
  • Researches, interprets, and applies laws, court decisions, and other legal authority in the preparation of opinions;
  • May represent the City in disciplinary hearings;
  • Analyzes legislation, including proposed federal and state legislation, affecting the City;
  • Answers communications from the public relative to municipal ordinances and legal matters affecting the City that do not create a conflict of interest in the representation of the City;
  • May investigate complaints and claims by or against the City;
  • Prepares, manages, and reviews the budget for the department;
  • Advises in matters of department policies and procedures;
  • Establishes and maintains effective working relationships with members of each City department;
  • Advises as to the maintenance of proper records and reference materials in compliance with O.C.G.A. § 50-18-70, et seq.;
  • Litigates nuisance abatement actions in the City of Griffin Municipal Court;
  • Consults with the City Attorney on legal issues regarding the City;
  • Provides administrative support to the City Manager; and
  • Performs other duties, as required.
 
Position Requirements

Graduate of an American Bar Association accredited school of law with a Juris Doctor degree. Experience working with municipal or county government preferred. Must be a member, in good standing, of the Georgia Bar Association, or be able to obtain membership within six (6) months, and continue to be a member, in good standing, while working for the City of Griffin.

Hourly Rate of Pay Competitive benefits package including generous pension plan; minimum annual salary of $85,082
