Description

Definition and Purpose

Under the direct supervision of the Executive Director, the Director – Finance is responsible for
overseeing all corporate fiscal management including Accounting, budgeting, and risk management.
The Director – Finance is responsible for compliance with all applicable corporate and campus-wide
policies and procedures.


Additionally, all ASI employees are responsible for upholding the core values of the organization
including but not limited to exhibiting professional behavior, acting as a role model to others, displaying
a positive and cooperative attitude, communicating effectively, developing expert knowledge in area of
specialization, and working together as a team.


Educational and Qualifying Experience, Skills, Licenses, Credentials
Educational/License/Credential Requirements
• Graduation from a four-year college or university.
• Master’s degree in related field (4 years applicable experience may be substituted for educational
requirement).
• CPA preferred.


Experience Requirements
• Minimum eight (8) years of experience that demonstrates the ability to perform the essential
functions of the job.
• Minimum five (5) years experience managing the fiscal and administrative functions of a complex
business unit, preferably for a large non-profit or governmental organization.
• Minimum five (5) years experience compiling, developing, preparing and publishing comprehensive
financial statements in a FASB and/or GASB environment.
• Supervisory experience required.


Knowledge/Skill Requirements
• Thorough knowledge of correct English grammar, spelling, and punctuation.
• General knowledge of office methods, equipment, procedures, and practices.
• Knowledge of Windows-based computer systems.
• Ability to effectively communicate both orally and written; strong public speaking ability.
• Demonstrated skills in group supervision/leadership.
• Ability to gather and analyze complex data and situations in order to draw valid conclusions and
make appropriate recommendations.
• Excellent organizational skills and the ability to coordinate multiple projects and meet deadlines.
• Working knowledge of safety standards and procedures.
• Working knowledge and understanding of financial record-keeping methods, procedures and
practices.
• Demonstrated ability to adapt to organizational, procedural, policy, and technological changes.
• Ability to interpret, communicate, and apply administrative regulations, codes, policies, procedures,
and precedents.
• Knowledge of business administration, organizational management, and budgeting within a large
organization is essential.
• Knowledge of and practical experience in applying Generally Accepted Accounting Principles
(GAAP), and Generally Accepted Auditing Standards (GAAS).
• Knowledge and understanding of CSU policies and procedures with regard to auxiliaries preferred.
• Understanding of and experience in developing and negotiating contracts, lease agreements,
memorandums of understanding and professional service agreements.
• Working knowledge of the practices, procedures, and activities of student personnel development.
• Ability to plan, organize, and lead others to work collaboratively to meet project and organizational
goals.
• Ability to initiate, establish, and foster communication and teamwork by maintaining a positive,
cooperative, productive work atmosphere.
• Ability to establish and maintain effective working relationships within a diverse population and with
those from various cultural backgrounds, specific needs, or limitations.

Supervisory Responsibilities

• Directly supervise Accountant.
• Oversee supervision of all subordinate staff in Accounting.
• Facilitate meetings, conduct performance evaluations, establish goals, and monitor day-to-day
operations.


Essential Duties and Responsibilities
Organizational Responsibilities
• Coordinate and implement organization-wide functions as assigned by the Executive Director as a
member of the ASI Director team.
• Meet regularly with other management personnel to establish and ensure effective on-going
communication and coordination between departments.
• Assist area managers and directors with all aspects of service delivery.


Fiscal Services
• Coordinate with ASI Business and Finance Chair and University Union Advisory Board Chair in
annual budget review process.
• Develop and present ASI and University Union budgets to Board of Directors and UUAB, report
budget status throughout the year.
• Oversee the management of corporate bank accounts.
• Oversee internal audit plan; act as liaison to external audit firm.
• Monitor external agreements to be sure terms are met and that the appropriate level of service is
provided.
• Prepare and review contracts, professional service agreements, memorandums of understanding,
and requests for proposal for approval by the Executive Director.
• Monitor gifts and donations, sales tax liability, fixed asset management and inventory, insurance
coverage, and contractual agreements that bind ASI.
• Manage corporate sponsorships and endowments.
• Serve as the liaison to University, Cal Poly Corporation, and the Chancellor’s Office on daily fiscal
matters.
• Serve as a key resource to ASI Student Government regarding fiscal policies, procedures, and
processes.
• Maintain and update the ASI Policy Manual and Fiscal Policy Manual.


Accounting
• Oversee the supervision and management of all aspects of the Accounting department including
but not limited to oversight of accounts receivable, accounts payable, payroll, cashiering, fixed asset
management, internal controls, policy development and implementation, legal and audit compliance
as well as maintenance of the general ledger.
• Facilitate implementation of quality standards and priority criteria for service processes.
• Ensure a high level of customer satisfaction through assessment, staff training, and resource
development.
• Ensure compliance with state and federal tax laws and reporting requirements.
• Ensure compliance with all internal controls and identify potential improvements to increase
efficiency of operations and security of company assets.
• Evaluate changes in policies, laws, and available resources for impacts and adjustments to related
policies, procedures, and staff roles.
• Coordinate plans for testing, training, and implementing new and upgraded financial systems.
• Manage corporate response to auditors during the annual external audit, CSU audits, and other
agency audits.
• Prepare reports and supporting documentation for year-end financial statements and State and
Federal income tax filings.
• Prepare and file tax returns as required by state and federal law.
• Review and approve internal audits of petty cash, change funds, and inventories of assets and resale
products.


Long-Term Financial Planning, Analysis, and Forecasting
• Develop financial forecasts to determine necessary funding levels for ASI & UU regarding
distribution/allocation of fiscal resources.
• Advise Executive Director on financial matters.
• Monitor the use of student fee revenue and recommend timing and levels of necessary fee
increases.
• Develop long-term capital funding plans and budgets including maintaining appropriate reserve
levels.
• Manage investment and trust accounts.


Liability and Risk Management
• Coordinate risk management policies and procedures for all ASI programs and service entities.
• Identify and monitor appropriate practices and standards of operations for programs and services.
• Ensure that ASI interests are protected through a diverse insurance portfolio that provides liability,
property, automobile, crime, worker’s compensation and accident coverage.
• Identify and assess risks related to programs and services.
• File insurance claims (except worker’s compensation) with ASI insurance provider.
• Review, develop and negotiate contracts, lease agreements, memorandums of understanding and
professional service agreements.


Committees
• Serve as a member of the ASI Management Team.
• Serve as a non-voting member of the ASI Business and Finance Committee.
• Serve as an active member of the AOA-Business and Financial Services Committee.

• Develop, implement, and monitor programs that promote diversity and inclusion within the
organization.
• Develop training and initiatives to create and foster an open and inclusive environment.
• Regularly communicate internal and external diversity and inclusion initiatives, events, and progress.
• Identify, build, and sustain community partnerships to support corporate diversity and inclusion
projects/plans/initiatives and business strategies.
• Identify and implement practices intended to eliminate racial, gender, or any other form of bias in
processes, policies, and procedures.


Assessment
• Develop and execute assessment of programs and/or services for areas of responsibility including,
but not limited to, setting and implementing goals, evaluating outcomes, and ongoing enhancement.
• Participate in the overall ASI assessment planning and goal setting.


Other Duties and Responsibilities
• Represent ASI on committees as appropriate.
• Attend and participate in meetings as necessary.
• Ensure continuous professional development.
• This position is part of a team of ASI essential personnel required to report to their designated work
location on campus as soon as practicable during an emergency or when the University has
suspended operations.
• The person holding this position is considered a "mandated reporter" under the California Child
Abuse and Neglect Reporting Act and is required to comply with the requirements set forth in ASI
policy as a condition of their employment.
• Other duties as assigned.


Background Check

This position is subject to a background check (including criminal records) as well as National Address
Locater (Social Security Number [SSN] Trace), 7 year County Criminal Search in each county and/or
state the applicant lived in based on the SSN Trace, National Criminal Database Search, Name Search,
Employment Verification (All employers in past 7 years) and Education Verification (Highest Degree).
Credit Reports, Motor Vehicle Record Check and Professional License Verification may also be required
based upon the essential functions of the position.
