Summary:

Yorktown Systems Group is seeking a highly qualified Concept Developer - Air Defense Artillery (ADA) to support the U.S. Army Fires Center of Excellence (FCoE), Capabilities Development and Integration Directorate (CDID), Concepts Development Division & Integration (IC). The contractor shall assist Fires CDID with its efforts to address future weapon system, organization, and capability issues to include strategic planning, concept development, Fires functional area analysis, Fires transformation/modernization goals, and DOTMLPF integration. The nature of this effort shall require the contractor to develop plans, concepts, white papers, and presentations as well as participate in working groups, conferences, staff coordination activities (internal and external), campaign of learning events (experiment, wargames, seminars), coordination sessions and synchronize related activities.

The Fires CDID mission requires (1) Fires Integrated Capability Development Team (ICDT) efforts across Fires CDID and from external agencies to ensure integrated products are developed that reflect the entire Fires Community of Interest's viewpoints. Fires CDID will develop methodology, timelines, and other necessary products to ensure required concepts and JCIDs products, including capability-based assessments (CBA), are completed in accordance with (IAW) guidance and timelines. Fires CDID will plan and coordinate Fires ICDT meetings as necessary to support product development for the future Fires

concepts and experimentation in support of the AFC as part of a campaign of learning that will challenge key assumptions and ideas as envisioned in the Army Capstone Concept, Army Operating Concept, and Army Concept for Fires. These products will be integrated across the other war-fighting functions with combined arms formations; organized and equipped to integrate Joint, Interagency, Inter-Governmental, and Multinational (JIIM) capabilities. (2) CDID will plan and coordinate quarterly DOTMLPF Synchronization meetings. Integrate inputs within CDID as well as from FCOE, AFC and external agencies to produce assessment of Fires DOTMLPF across all Fires organizations.

Specific duties may include, but are not limited to:

  • Prepare and provide reports, briefings and technical interchanges internal to the FCoE and external agencies in the development of Future concepts and plans.
  • Be part of working group(s) formed to plan and analyze data for the development and revision of the Army Concept Framework documents. Efforts also involve revising the Fires portion of the Army's Capstone (ACC), and Operational Concepts (AOC) and higher level Concepts. The Contractor shall develop and present briefings associated with these documents ACC and AOC.
  • Be part of working group(s) to write and draft revisions to the Army Concept for Fires (AC-F). The Contractor shall develop and present briefings associated with Army Concept for Fires.
  • Attend and participate in working groups and draft input and revisions to the Fires Center of Excellence Campaign of Learning. Provide input to and draft operational scenarios and learning demands for use in experimentation and other learning venues. The Contractor shall plan and support ADA related studies and analysis, ADA operational input to Modeling and Simulation support for FireSim XXI, Tabletop Exercises, Map Exercises and Battle Lab simulations. The Contractor shall develop and present briefings associated with the Campaign of Learning.
  • Develop, refine and draft Concepts of Operations, Organizational and Operational Concepts, and Organizational concepts for Force Design Updates as a result of CBAs, and will provide subject matter expertise to the Requirements Determination Division of the Fires CDID during the CBA process. The Contractor shall develop concepts, to include operational architectures and information exchange for ADA systems, which will allow interoperability with other Army, joint, and international systems.
  • Review and comment on concepts of operation (CONOPS) for specific systems to include participating in ADA Weapon System Reviews (WSR) and Capabilities Based Assessments to support current and future capabilities development efforts, and to identify required capabilities and gaps.
  • Review and comment on CONOPS, draft field manuals, white papers and other draft capability development documents to support current and future capabilities development efforts. The Contractor shall consolidate inputs, prepare reports, and submit the FCoE recommendations.
  • Identify, assess and integrate potential DOTMLPF solutions into system concepts and requirements documents to include planning and participating in monthly system DOTMLPF synchronization meetings. The Contractor shall interface on a regular basis with the Domain action officers to track and update program statuses that will include preparing and presenting reports and briefings on projects to senior leadership including monthly Futures briefings to the Commanding General and Commandants.

Required Qualifications:

  • Posses a bachelor's degree and have at least ten years' cumulative operational experience in ADA.
  • Two years' experience in the development, review and staffing of ADA related documents and publications.
  • Possess the ability to effectively communicate conceptual ideas in writing and orally articulate thoughts to support the development of Army and Fires concepts, doctrine and tactics, techniques and procedures (TTPs).

Clearance: Active DoD Secret clearance required

Location: Fort Sill, OK

Travel: Some travel is required; both CONUS and OCONUS.
