SUMMARY:

Under basic supervision, supports the day-to-day operations of the Teton County Human Resources (HR) Department by performing program support and administrative functions; assists with benefits programs, recruitment and onboarding processes, and updates employee information database, files, and records. Administers and provides support for Human Resources Information System (HRIS) modules, keeping integrity and accuracy of database.

 

PRIMARY DUTIES AND RESPONSIBILITIES:

The job description is subject to change at any time by the employer. Essential duties and responsibilities may include, but are not limited to, the following:

 

  • Maintains and administers HRIS information, monitors vendor report feeds, and reconciles payroll information to HRIS. Provides support for HRIS, including researching and resolving HRIS problems and process flaws, and recommends solutions or alternative methods to meet requirements. Serves as liaison with payroll, internal stakeholders, and benefit vendors.
  • Maintains and updates personnel and benefit data in the County’s Human Resources Information System (HRIS) so that records and reports are accurate and available.
  • Maintains data integrity in HRIS by running queries and analyzing data; corrects and manually updates data when necessary, ensuring accuracy and integrity of system.
  • Assists employee with benefit program questions, enrollments, and changes; may work with benefits providers to resolve claims issues.
  • Assists in the hiring process by coordinating job postings on the website, placement of job advertisements, and reviewing resumes, performing telephone interviews and reference checks as requested. Schedule meetings and coordinate interviews as requested by the HRD. Tracks status of candidates in HRIS and responds with follow up letters at the end of the recruitment process.
  • Assists applicants in person and on the telephone by providing information and answering inquires related to applying for positions within the County.
  • Assists with conducting new hire employee orientations.
  • Tracks employee performance review due dates and notifies supervisors.
  • Develops HRIS user procedures, guidelines, and documentation; trains new users and staff on new processes and functionality.
  • Assists the public and other County employees with inquiries related to a wide range of HR functions, and directs them to the proper HR staff member when necessary.
  • Provides administrative support to Human Resources Department; prepares, reconciles and distributes various monthly reports for tracking and billing purposes. Verifies the accuracy of various invoices related to stated functions and process for payment.
  • Maintains absolute confidentiality of work-related issues, HR records, and County information; assures compliance with the confidentiality standards of the Privacy Act of 1974, {U.S.C. § 552A}.
  • Supports the relationship between the Teton County staff and the general public by demonstrating courteous and cooperative behavior when interacting with visitors and County staff; maintains confidentiality of work-related issues and County information; performs other duties as required or assigned.
 
Position Requirements

MINIMUM QUALIFICATIONS:

 

Education and Experience:

  • Associates Degree in Human Resources, or related field; AND one year of Human Resources program experience; OR equivalent combination of education, training, and experience.

 

Required Licenses and Certifications:

  • May be required to possess a valid Wyoming/Idaho Driver’s License and maintain an acceptable driving record.

 

 

Required Knowledge of:

  • County organization, operations, goals, policies, and procedures.
  • County, state, and federal laws, statutes, rules, and regulations governing Human Resources activities and functions.
  • Principles and practices of public sector personnel systems, personnel files, and confidential records management.
  • Principles and practices of regulatory compliance, employee relations, recruitment strategies, compensation and wage structure, benefits program administration, and workplace safety.
  • Legal, ethical and professional rules of conduct for government employees.

 

 

Required Skills in:

  • Understanding and applying County policies, and relevant state and federal laws, rules, and regulations.
  • Administering human resources plans, policies, and procedures.
  • Working independently and exercising professional judgment on sensitive and confidential issues.
  • Preparing, maintaining, and reviewing confidential human resource records, reports, and documentation.
  • Operating a personal computer utilizing standard and specialized software.
  • Establishing and maintaining effective working relationships with other staff, elected officials, and regional agencies.
  • Communicating effectively verbally and in writing.

 

 

Physical Demands/Work Environment:

  • Work is performed in a standard office environment.

Hiring Range $23.62/hr - $24.82/hr
