H-NNCSB provides a full array of person-centered services to youth, adolescents, families, and adults in Hampton and Newport New. Our comprehensive continuum of care includes Prevention and Early Intervention Services, Outpatient Services, Integrated Care, Day Support and Treatment, Residential, and Acute Inpatient. Our workforce is comprised of licensed staff such as Psychiatrists, Psychologists, Nurse Practitioners, Licensed Therapists and Nurses.

Job Description:

Performs direct psychiatric services to clients including comprehensive evaluation, diagnosis, treatment planning, and psychotherapy, medical evaluation services and medication, clinical documentation and reporting.

  1. IMPACT: The immediate health, safety and rehabilitation of the client and safety of affected others is directly dependent on the work of this class. Diagnostic evaluations, treatment planning and medical management addressing the biological, psychological and social needs of the client that are personally performed by the incumbent have probable life endangerment consequences when inappropriate. In addition, the care provided has a direct impact on agency reputation and risk of legal liability. Diagnostic evaluations and treatment recommendations are used as a basis for involuntary hospitalization or criminal incarceration. Training and consultation to agency staff has a profound impact on the overall quality of agency care to the client.
  2. LATITUDE: Clinical work is performed independently in accordance with quality assurance policy, governing laws and the approved practices of the profession. Administrative work is performed with regular consultation and reviewed by the Director, Medical/Psychiatric Services and is guided by detailed policy and procedure.
  3. RESPONSIBILITY FOR THE WORK OF OTHERS: Provides clinical supervision to other agency treatment staff.
  4. INTERPERSONAL CONTACTS: Work involves regular contact with other treatment staff, clients, client families, local, state and federal assistance agencies, law enforcement, courts, and criminal justice officials, legal representatives, health care providers, institutions, and the medical community.
  5. DIFFICULTY: Work involves the application of the highly complex technologies of the profession to a seriously impaired client population presenting a multitude of diagnosis including appropriate evaluation, diagnosis, treatment and medical assessment, prescription of medicinal or other medical care, referral to service providers and on-going monitoring and follow-up. Acute observation, interpretation and analysis is involved in the reduction of client assessments to definitive diagnosis and treatment planning decisions. The psychiatrist's licensure requirements, professional duties and consultative responsibility on the multi-disciplinary team involving the education of other clinical staff in the salient aspects of client health, the interrelationship of psychosocial and physiological problems, as well as the appropriate use of psychotropic medications, their side effects, toxicities, etc. Requires the incumbent to maintain current competency in a dynamic and highly technical field.
  6. COMMUNICATION: Work involves direct client counseling and interviewing involving careful and precise use of language. Position requires the continuous preparation of clinical records, insurance and other reimbursement forms, evaluation and related reports for local, state and federal health and human service, law enforcement and criminal justice agencies, and correspondence to clients, clients' families, and/or other institutions. The incumbent makes occasional oral presentations to community groups.
  7. EQUIPMENT/FACILITIES RESPONSIBILITY: None.
  8. WORKING CONDITIONS: Incumbent performs some work in an office environment. The incumbent is exposed to unhealthy, emotionally unstable, hostile, aggressive and/or verbally abusive clients presenting a risk of personal harm.
  9. KNOWLEDGE, SKILLS AND ABILITIES (KSA's):
    • Comprehensive knowledge of theories, principles, practices and techniques related to the psychiatric/medical management of the seriously mentally ill.
    • Comprehensive knowledge of the characteristic and therapeutic objectives of psychotropic and other medications prescribed in the treatment of the mentally or emotionally impaired.
    • Thorough knowledge of the laws and legal proceedings relating to the provision of mental health treatment.
    • Thorough knowledge of crisis intervention and assessment techniques, principles and practices for MR, SA, and MI client populations.
    • Good knowledge of treatment providers and admission procedures for the region served.
    • Ability to communicate effectively ad prepare complex technical documentation.
    • Ability to prepare and maintain client records and client confidentiality.
    • Ability to establish effective working relationships with others.
  10. LICENSURE: Possession of a current valid license as a psychiatrist in the State of Virginia, Virginia Controlled Substance Registration and DEA Registration. Board Certified. Valid state driver's license.
  11. PRINCIPAL DUTIES AND RESPONSIBILITIES (ILLUSTRATIVE ONLY):
    • Conducts psychiatric evaluations, makes diagnosis and/or treatment recommendations and prepares related documentation and reports.
    • Provides direct therapeutic counseling.
    • Provides crisis and emergency care including assessment, diagnosis and treatment and/or referral.
    • Provides consultative services to agency management.
    • Participates in case consultation, collaborates on hospital admission and discharge planning.
    • Provides forensic evaluations, attends and testifies in legal proceedings.
    • Does related work as required.

PHYSICAL REQUIREMENTS:   Must have the use of sensory skills in order to effectively communicate and interact with other employees and the public through the use of the telephone and personal contact as normally defined by the ability to see, read, talk, hear, handle or feel objects and controls. Physical capability to effectively use and operate various items of office related equipment, such as, but not limited to a, personal computer, calculator.
