Position Requirements

Minimum Education and Experience Requirements:

Requires a Master's Degree in public administration, land use planning, urban planning, engineering, or a related field; supplemented by five (5) years of progressively responsible experience managing operational functions related to community planning and development services, zoning, permitting, plan review, code enforcement, and site and building inspections; to include lead or supervisory experience; or any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this job.

Requires a valid state driver's license with an acceptable driving history.

Physical Ability: Tasks require the ability to exert light physical effort in sedentary to light work, but which may involve some lifting, carrying, pushing and/or pulling of objects and materials of light weight (5-10 pounds). Tasks may involve extended periods of time at a keyboard or workstation.
Sensory Requirements: Some tasks require the ability to perceive and discriminate colors or shades of colors, sounds, odor, depth, and visual cues or signals. Some tasks require the ability to communicate orally.

Description

General Description

This classification oversees community development activities to include Permitting, Planning and Zoning, Land Development, and Code Enforcement with a primary focus of one area or more. Serves under the Director of Community Development & Regulatory Affairs.

Duties and Responsibilities

The functions listed below are those that represent the majority of the time spent working in this position. Management may assign additional functions related to the type of work of the position as necessary.

• Supervises, directs, and evaluates assigned staff: makes hiring or termination decision/recommendations; develops and oversees employee work schedules to ensure adequate coverage and control; establishes workloads and prioritizes work assignments; approves/processes employee concerns and problems and counsels or disciplines as appropriate; assists with or completes employee performance appraisals; directs work; acts as a liaison between employees and management; and trains staff in operations, policies, and procedures.

• Manages and administers implementation of work programs and projects within department including the following divisions: licenses and permitting, land disturbance/ development, planning and zoning, and code enforcement.

• Represents department in interactions with community associations, business associations, other governments and governmental agencies collaborates with outside agencies and other jurisdictions in developing and implementing community development programs; establishes and maintains viable business relationships; and facilitates required coordination meetings.

• Manages and oversees adherence to professional standards related to plan review, site and building inspections.

• Communicate with, respond to and resolve complaints, conflicts, concerns and questions from citizens, contractors, customers, developers, business owners and public and private agencies concerning city services, policies and procedures, activities and programs, exchange information to encourage cooperation and efficiency of the

• Assists with developing, defending, and administering department budget; makes recommendations; approves or denies specific expenditures; monitors expenditures against approved budget; and makes adjustments as necessary.

• Maintains a current, comprehensive knowledge and awareness of applicable laws, regulations, principles and practices relating to planning and community development activities; reads professional literature; maintains professional affiliations; and attends meetings, workshops, hearings, and training sessions as required.

• Establishes and maintains a working environment conducive to positive morale, individual style, quality, creativity, and teamwork.

Additional Functions

• Acts as Director, Community Development in absence of the same.
• Performs other related duties as required.
