Description

The South-Eastern Family Project (SEFP) is a comprehensive residential program for pregnant women who are addicted to alcohol and/or other drugs. Gender specific substance abuse treatment services are provided in a healthy, stable, and secure residential environment where women and their newborns can remain together throughout the treatment stay.

Oversees the client recruitment and administrative operations of a 16- bed residential co-occurring enhanced, evidence-based treatment program for pregnant and postpartum women diagnosed with substance use disorder (ASAM 3.5 and 3.1). Duties include management of program staff, budget development and implementation, client recruitment and utilization. Ensures compliance with all Medicaid and all applicable licensure standards. 

                                                                                   

I.          IMPACT: The immediate and long-term health, safety and development of independent living skills of clients in the program are directly dependent on the work of this position.  Failure by the incumbent to recognize and to respond to key symptoms, or failure to coordinate for needed medical care, or improper monitoring of the administration of prescribed medications could result in client death or dangerous behaviors.  Supervision and evaluation of subordinate staff directly effects the overall quality and risk abatement of the program.  The incumbent is responsible for helping to develop and implementing complex medical policies and procedures that impact the physical health of all consumers.  Failure to achieve Medicaid revenue projections jeopardizes the fiscal viability of the agency.

                                                                                                                      

II.        LATITUDE:   Work is performed independently subject to periodic review by the Clinical Services Administrator.  Work is guided by detailed and comprehensive program regulations, policy and procedures, although the exercise of professional judgement is required.  Incumbent has responsibility for making administrative decisions, supervising/training staff. 

III.       RESPONSIBILITY FOR THE WORK OF OTHERS: Supervision is exercised over staff in the program.

IV.       INTERPERSONAL CONTACTS: Work requires continuous contact with clients, client families and care givers, local health and human service agencies; physicians; agency management and treatment staff, pharmacists and pharmaceutical vendors, local hospitals, community groups, local psychiatrist, private health care and other service providers and other human service organizations.

 

V.        DIFFICULTY:  Work involves the application of administrative and operational practices for effective decision making. Thorough and precise record keeping is also required to comply with governmental regulations.  Incumbent is responsible for administrative and fiscal decision making.  The incumbent is responsible for assisting in the development, implementation of complex medical policies and procedures.

VI.       COMMUNICATIONS: Regular oral contact with clients, agency providers' staff and the public require high degree of oral and interpersonal skills.  Work involves preparation of detailed and technical records, evaluation reports, correspondence, and letters.  Frequent educational and informational presentations are conducted for internal and external audiences.

VII.     WORKING CONDITIONS: Most work is performed in a residential setting and occasionally in a community setting.  Work involves exposure to physically and emotionally unhealthy, unstable, hostile, aggressive and verbally abusive clients and who may present a risk of personal harm.  Incumbent is on call and routinely responds to emergencies during off-duty hours.

IX.       KNOWLEDGE, SKILLS AND ABILITIES (KSA'S):

  • Thorough knowledge about impact of alcohol and other drugs on fetal development.
  • Thorough knowledge of counseling and management of HIV, tuberculosis, and hepatitis.
  • Thorough knowledge of supervisory and management practices.
  • Through knowledge of the principals and practices of continuous quality improvement and risk management.
  • Thorough knowledge of the laws and legal procedures relating to the provision of mental health and substance use disorders, and services to include HIPAA and 42 CFR Part 2.
  • Thorough knowledge of American Society of Addiction Medicine (ASAM) Patient Criteria for the Treatment of Substance-Related Disorders.
  • Thorough knowledge of community and agency resources and programs and of regional and state resources for the client population served.
  • Thorough knowledge of outcomes and precautions to be taken related to the administration of psychotropic medications.
  • Thorough knowledge of pertinent agency policies and procedures.
  • Thorough knowledge of the principles and techniques of program development and evaluation.
  • Thorough knowledge of relevant Medicaid and license standards.
  • Good knowledge of supervision and related personnel management practices.
  • Good knowledge of fundamental budgeting and accounting policies.
  • Good knowledge of interviewing and supportive counseling techniques.
  • Good knowledge of social casework techniques.
  • Good knowledge of human development and behavior.
  • Ability to establish and maintain rapport with client groups and their families.
  • Ability to maintain client medical records and prepare reports.
  • Ability to establish and maintain effective working relationships with others.
  • Ability to communicate effectively and prepare related documentation.
  • Ability to plan, supervise and evaluate the work of subordinate program staff.

 

X.       LICENSURE: Valid Virginia driver's license; CSAC, QMHP-A.

XI.     PRINCIPAL DUTIES AND RESPONSIBILITIES OF CLASS (ILLUSTRATIVE ONLY):

  • Follows and demonstrates the program’s mission, vision and values through both behavior and job performance on a day to day basis.
  • Supervises the direct care provided to individuals served in order to promote the physical, social and psychological well-being of persons served.
  • Monitors and ensures staff follow agency and program procedures to promote the most appropriate safety practices to provide a safe environment.
  • Monitors and ensures staff follows program procedures to promote optimum behavioral health care and supports.
  • Maintains a work environment that supports dignity and fair treatment of staff.
  • Develops program policies, procedures, plans and associated communications needed to operate a 3.5 and a 3.1 level of care for pregnant and postpartum women.
  • Plans, supervises and evaluates the daily work of program staff.
  • Coordinates the provision of all immediate primary care including case coordination with providers of medical, obstetrical, and gynecological services.
  • Establishes and maintains communication and consultation linkages to high-risk obstetrical units.    
  • Administers client medications and/or supervises client self-administration.
  • Develops and implements program outcome measures.
  • Responsible for preparing detailed reports for agency and state tracking of data.
  • Manages center recordkeeping for compliance with licensure, Medicaid and agency quality assurance standards.
  • Oversees medication security, storage and disposal of medications.
  • Prepares records and reports on specially controlled substances.
  • Assists in the development of client discharge plans.
  • Prepares service and billing records and reports.
  • Conducts educational and training programs for clients and staff.
  • Develops and monitors budget expenditures.
  • Assists with client admissions to hospital or referrals to treatment providers.
  • Assumes responsibility for monitoring and renewing facility licensing and ensures that the facility is up to code with health and safety regulations
  • Stay up-to-date on rules and regulations involved in producing state public residential services
  • Provides clinical and care coordination services in absence of the Clinical Coordinator.
  • Does related work as required.

 

XII.    PHYSICAL REQUIREMENTS:  Must have the use of sensory skills in order to effectively communicate and interact with other employees and the public through the use of the telephone and personal contact as normally defined by the ability to see, read, talk, hear, handle or feel objects and controls. Physical capability to effectively use and operate various items of office related equipment, such as, but not limited to a, personal computer, calculator, copier, and fax machine. Some standing, walking, moving, climbing, carrying, bending, kneeling, crawling, reaching, and handling, pushing, and pulling.
