Description

The Management Analyst will support on-site analyst services to Total Force Management activities such as: administration, operations, and Human Resource functions.

Additional Responsibilities Include, but are not Limited To:

  • Provide a full range or comprehensive office support services that includes Fleet Logistics Center Personnel (FLCSI) personnel notification of mandatory trainings.
  • Ensuring operation of office equipment/devices by calling for repairs or scheduled maintenance.
  • Maintaining office supplies inventory.
  • Placing orders for supplies; editing and formatting official documents, presentations, and spreadsheets.
  • Backup support for administrative staff; participating in ad-hoc projects.
  • Editing of technical reports and other papers for FLCSI Departments and Executive Office.
  • Create purchase requisitions or similar transactions in Navy Enterprise Resource Planning (N-ERP) and input travel authorizations and/or vouchers in Defense Travel System (DTS) for both civilian and military personnel.
  • Meeting and conference support; prepare briefing materials, presentations, and binders; and, telephone call support.
  • Update FLCSI departmental instructions, operating procedures, and guidance resulting from Continuous Performance Improvement (CPI) initiatives, Departmental or Product & Service (P&S) operational initiatives, or new compliance requirements.
  • Review FLCSI instructions semi-annually. Provide draft revisions to the cognizant Department Head or P&S Program Manager for FLCSI instructions, notices and/or memorandums, incorporating all changes resulting from new and updated administrative, financial, and P&S program management policies, guidance, and regulations.
  • Assist FLCSI Code 300 Support Agreements Manager (SAM) with packaging, coordinating, and routing draft Memorandum of Agreements (MOA) and Memorandum of Understanding (MOU) for review, concurrence, processing, approval and signature of applicable P&S Program Managers, NAVSUP GLS Business Office, external customers, and NAVSUP HQ.
  • Upon given pertinent access levels to the NAVSUP website and when requested by a U.S. Government employee, the individual shall update the NAVSUP FLCSI Homepage with current information, news announcements, events, etc.
  • No special web development or programming experience is necessary.
  • The FLCSI Public Affairs Officer or Department Head will collaborate with the contractor on what information, announcements are to be posted or changed to the website.
  • Update the Master Table Listing of FLCSI instructions, operating procedures, and guidance; indicate the review date, revisions, and submission due date. Submit the updated Master Table Listing to FLCSI Business Office (Code 300) no later than the 10th day of each month.
  • Provide draft updates of the FLCSI Employee Handbook every six months.
  • Track all documents, e.g., official delegation letters needing CO’s signature, routed instructions, notices and/or memorandums, awards, military FITREPS & Evaluations and/or other correspondence, using software applications such as Microsoft Office Suite.
  • Using Microsoft Office Excel, review FLCSI-wide staffing data for gaps and compare between actual staffing and planned staffing. Monitor critical staffing shortfalls in all FLCSI Sites by P&S area. Submit review report to FLCSI Business Office (Code 300) or cognizant Department Head no later than the 5th day of each month.
  • Assist with performance measure development, improvement and implementation plan, data collection, statistical data analysis, and reporting monthly.
  • Assist with updating and editing the 20+ pages and 100+ documents on the FLCSI internal web site.
  • Update the website as current information arises, and post news announcements and events. Upon given pertinent access levels to the NAVSUP website and when requested by a U.S. Government C300 employee, the individual shall update the FLCSI website with current information, news announcements, events, etc. No special web development or programming experience is necessary.
  • The FLCSI C300 Department Head and/or respective C300 P&S Program Manager will collaborate with the contractor on
    what information, announcements are to be posted or changed to the website.
  • Provide policy analysis and policy change recommendations.
  • Perform other duties, as assigned.
  • Assist with proposal development, if necessary.
