Procurement Consultant (Part-Time/Temporary)  

Description

Richmond Behavioral Health Authority is seeking a professional Procurement Consultant who will serve as a consultant on high-level procurement projects and solicitations.

The candidate will provide consulting services to RBHA procurement staff and the Chief Administrative Officer on public procurement policy, best practices, and review of RFP/IFB solicitations. Candidate may be asked to complete complex RFPs/IFBs such as construction and service agreements. Candidate must have high-level knowledge and experience with public procurement at the state and/or local level.

Work is performed under the general direction of the Chief Administrative Officer.

Other duties may include the following:

Support the development of scopes of work, specifications, evaluation methods, and criteria for development of RFQ’s, IFB's, and RFP's for construction, goods, and services contracts.

Provide guidance on pre-bid/pre-proposal conferences for the procurement of complex construction projects, goods, and services and participate in negotiation sessions with potential vendors.

Provide guidance and advice to Authority departments on the process of evaluating bids and proposals; and review and analyze the justifications for award/non-award decisions to ensure the integrity of the authority’s procurement procedures.

 

 
Position Requirements

Education and Experience 

Bachelor's degree in Business or a related field, or equivalent combination of education and experience required. Working knowledge of Policies and Procedure and Virginia Public Procurement Act (VPPA) in a procurement office, or equivalent.

Special Requirements

Must possess a Virginia Contracting Officer (VCO) certification.

The incumbent must obtain certification as a Certified Public Procurement Buyer (CPPB) or Certified Public Procurement Officer (CPPO) certification within two years.

Valid Virginia Drivers License required.

Flexible scheduling options available. 

Please note this part time temporary position that will require an average of 5 hours per week and will remain available until the Senior Procurement Manager position is filled or the consulting position is no longer needed.

Starting Salary Range Salary commensurates with experience.
