Senior Procurement Manager 


Richmond Behavioral Health Authority is seeking a committed and professional Senior Procurement Manager who will be responsible for managing and directing all activities of procurement including technical commodities, services, and construction and the direct supervision of two staff in the procurement office. The candidate will perform critical and advanced procurement services for various Divisions within the Authority ensuring that all procurements are done in accordance with the Virginia Public Procurement Act (VPPA), and the RBHA procurement policies and procedures. Work is performed under the general direction of the Chief Administrative Officer.

Essential Functions

Candidate should have demonstrated ability to perform complex procurements including but not limited to construction, technical commodities, and complex service agreements.

Coordinate, assist, research, analyze and develop scopes of work, specifications, evaluation methods, and criteria for development of RFQ’s, IFB's, and RFP's for construction, goods, and services contracts.

Plan, coordinate, and conduct pre-bid/pre-proposal conferences for the procurement of complex construction projects, goods, and services and participate in negotiation sessions with potential vendors. Identify, evaluate, and manage cooperative procurements.

Provide guidance and advice to Authority departments on the process of evaluating bids and proposals; and review and analyze the justifications for award/non-award decisions to ensure the integrity of the authority’s procurement procedures.

Prepare various correspondences and oversee contractor administration activities.

The Candidate will respond to requests for information under the Freedom of Information Act; review requests for changes/modification to contracts and oversees the preparation of the monthly Finance Committee Procurement Reports and may attend Finance, Board of Directors, and Administrative meetings in Supervisor's absence. Performs other work as required.

Position Requirements

Education and Experience 

Bachelor's degree in Business or a related field, or equivalent combination of education and experience required. Working knowledge of Policies and Procedure and Virginia Public Procurement Act (VPPA) in a procurement office, or equivalent.

Special Requirements

Must possess a Virginia Contracting Officer (VCO) certification.

The incumbent must obtain certification as a Certified Public Procurement Buyer (CPPB) or Certified Public Procurement Officer (CPPO) certification within two years.

Valid Virginia Drivers License Required

Starting Salary Range Salary commensurates with experience.
