Job Summary

The overriding business objective for the Proposal Manager (PM) will be to enhance and expand the AES position as a world-recognized leader in aircraft electrical power systems for small to mid-sized business jets, UAV’s and rotorcraft. 

Essential Job Functions

1. Lead new business proposals.  The ultimate objective for this position is to successfully lead a technical and commercial team in a fast paced, high pressure environment, on assigned new business proposals from Request for Proposal/Request for Information (RFP/I) inception to submittal. The PM will have a high level of ownership of the proposal process and process output, while utilizing effective communication, problem resolution, technical decision making, and aggressive program management skills to accomplish the objectives.  Proposal generation includes volume creation, NRE and recurring cost analyses, schedule estimation, contract review/negotiations, and compliance matrix generation. The successful PM will comprehend and interpret RFP documents such as technical specifications, statements of work, commercial Terms and Conditions (Ts & Cs) and other proposal documents. Measures of success will include timely proposal submittals, meeting customer expectations and winning new business.  A measure of success will be based on managing a proposal activity within 6 months.

2. Manage external customer expectations, communications and deliverables.  A primary goal of the PM will be to successfully build and manage external customer relationships, communications, and expectations throughout the proposal process to reduce risk to the company, utilizing effective communication and negotiation skills. Success criteria for this aspect of the position will be building, or fostering existing relationships with key external customer contacts, and clarification/negotiation of technical, schedule and commercial requirements. A measure of success will be based upon timely proposal submittals, with acceptable risk criteria, which meet customer expectations.

3. Lead product development technical & commercial proposal activities. The successful PM will have a high degree of ownership of the entire proposal generation process in a fast paced, high pressure environment, on assigned product development proposals utilizing effective communication, technical decisions making, and project management skills. Proposal generation includes volume creation, NRE and recurring cost analyses, schedule estimation, contract review/negotiations, and compliance matrix generation. The successful PM will comprehend and interpret RFP documents such as technical specifications, statements of work, commercial Terms and Conditions (Ts & Cs) and other proposal documents and from that, provide guidance to proposal teams for proposal preparation and submittal.  Success criteria for this position will be submitting the completed thorough proposal on schedule meeting all customer RFP expectations. A measure of success will be based on managing a proposal activity within 6 months.

4. Develop program/project Nonrecurring and Recurring history.  The successful PM will review prior program proposals and Nonrecurring and Recurring cost estimates and will develop a normalized database for use in validation of future proposals for cost and schedule accuracy.  This effort will also include working with the appropriate technical managers for NRE cost estimation and validation. A measure of success will be utilization of this data in proposal submittals and senior management reviews.

5. Review proposals for content and accuracy.  The successful PM will review proposal team member submittals for content and accuracy to ensure compliance to RFP requirements and will work with team members as necessary.  These reviews will be the basis for recommendations to Management regarding validity and accuracy of Nonrecurring and Recurring cost estimates and associated risk.  A measure of success will be presenting RFP summaries, including cost and risk, in senior management reviews in a clear and concise manner with high confidence.

6. Effectively communicate, verbally and in writing, with engineering, operations, upper management and external customers.  The PM will effectively communicate with both internal and external customers providing clear direction, planning, clarification, guidance, decisions and status utilizing informal email, formal Word & Excel correspondence, PowerPoint presentations, and MS Project as applicable. The PM will also successfully prepare and present proposal details (technical, cost, price) and associated recommendations to Management in the form of pricing meetings. Success criteria for this position will be coordinating and preparing proposal materials for customer submittals as well as summaries for internal management review and approvals.  A measure of success will be positive customer and management feedback on proposal materials.

 
Position Requirements

Minimum Qualifications

Education/Experience:

  • BS/BA degree and typically 8 years related experience in the aerospace industry
  • Experience developing new project plans/schedules
  • Experience developing non-recurring and recurring cost/price estimates to include product cost/should cost, labor and material estimating
  • Experience with contract negotiations, including review, analysis, and impact assessment of Customer Statements of Work, Specifications, Product Support Agreements, Contract Terms and Conditions
  • Extensive internal and external customer interface experience
