Position Summary

Under limited supervision, this position is responsible for performing engineering work associated with system protection of Grant PUD’s transmission and distribution infrastructure with a focus on reliability, safety, efficiency, and adherence to general engineering best practices.

Essential duties and responsibilities may include, but are not limited to, the following:

Provide power system protection expertise and closely collaborate with other engineers in the Power Delivery Engineering department evaluating, maintaining, and testing transmission and distribution protection schemes as well as designing new installations for system expansion.

Provide input and expertise on the development of engineering standards, guidelines, studies, calculations and specifications associated with power system protection.

Ensure documentation is updated as necessary and properly stored in Grant PUD’s engineering application databases; function as main point of contact in the area of system protection with various internal and external stakeholders; oversee contractors and consultants performing related engineering work.

Work with power system electricians, technicians, and system operators to troubleshoot and resolve power system issues. Assist field crews in inspecting equipment in the field, reviewing and interpreting technical data for various equipment and analyzing variations from manufacturer or design specifications. Provide reports and status updates on status of field issues as needed to senior management.

Serve as PD Engineering liaison and provide engineering guidance to Dispatch in resolution of real-time power system issues including system outage restoration. Develop new and update existing Standard Operating Procedures (SOPs) used by Dispatch in operating the transmission and distribution system.

Serve as standard owner and/or subject matter expert in satisfying requirements of NERC Reliability Standards; particularly those associated with power system protection.

Lead investigations into power quality issues including problems with power system harmonic distortion, voltage flicker, over/under voltage, under-frequency, etc. Develop accurate technical reports and other documentation including any necessary calculations and sketches.

Be an experienced, knowledgeable resource, and provide general guidance and training for non-subject matter experts; cultivate, foster, and maintain positive working relationships with managers, supervisors, employees, and other stakeholders to gain their cooperation and support; understand and adhere to compliance requirements for this position that may include laws, regulations, security guidelines, Grant PUD policies, and procedures.

Job Requirements

Educational Requirements

Bachelor of Science in Electrical Engineering, emphasis in power systems preferred; Experience in electric utility power system protection.

Knowledge and Skills

Knowledge ofPower system engineering principles and their application to electric utility operational practices; advanced protection relaying principles including short circuit and symmetrical component analysis, time-current coordination, relay settings and integration with SCADA systems; Grant PUD transmission and distribution system operations including switching and clearance procedures; equipment grounding; Grant PUD design and construction standards; applicable NERC Compliance Standards.

Skills in Power disturbance analysis including power quality issues such as over/under voltage, transient surges, under-frequency, and harmonics; Protection analysis tools such as ASPEN Oneliner; micro-processor relay setting configurator such as AcSELerator; Grounding analysis software such as CDEGS; technical report and specification development .

Physical Requirements

Majority of work is performed in a standard office setting, with some field work that may require operation of a vehicle.
