Description

Endeavors, a national nonprofit social service provider based in San Antonio, Texas, is a long-standing organization that provides an array of programs and services in support of vulnerable children, migrants, families, Veterans, and people struggling to overcome mental illness, disabilities, disasters, or emergency situations. The Senior Procurement Specialist performs various contract and acquisitions responsibilities, which includes advising and leading senior organization staff in the federal procurement process from initiation to award. This position is located in the Washington D.C. metropolitan area with remote work possible upon supervisor approval.

 
Position Requirements

SSENTIAL JOB RESPONSIBILITIES:

 

  • Assess procurement risk and initiate appropriate action to mitigate risk at all phases of procurement.
  • Conduct market research/analysis on procurement opportunities.
  • Ensure the proper acquisition, management, organization and fulfillment of contracts in accordance with Federal Acquisition Regulation (FAR) polices, legal requirements, and client specifications.
  • Conduct negotiations on price, technical requirements, terms, and conditions of the contract; obtain audits and pricing reports, where needed, to develop effective negotiation strategies.
  • Lead Request for Proposal (RFP)/Request for Information (RFI) preparation and finalization
  • Provide advice and support to Program Managers and Cost Estimators in developing proposals, including developing Basis of Estimates (BOEs).
  • Provide advice and support in developing contract documents; source selection criteria and performing source selections.
  • Analyze data, interpret policies, procedures and regulations, develop appropriate responses and conclusions, and prepare reports.
  • Establish and maintain effective working relationships with staff and vendors.
  • Individuals should demonstrate experience with Cost Reimbursable, Fixed Price, Time & Materials, Commercial, and GSA FSS contracting.
  • Meet or exceed program productivity expectations on a regular and sustained basis.
  • Other duties as assigned.

 

EXPERIENCE:

  • Bachelor’s degree preferably with a major in business administration, public policy, law, or a related field AND four years of full-time, paid professional-level experience in a related field. Master’s degree is highly preferred.
  • Working knowledge of the Federal Acquisition Regulation (FAR)
  • Excellent written, presentation, and verbal communication skills
  • Ability to work independently and in a team on very complex acquisitions.
  • Proficiency with Microsoft Office Suite/Teams
  • Strong analytical skills

ADDITIONAL QUALIFICATIONS/REQUIRMENTS:

  • Federal government contract/procurement experience with the Departments of Health and Human Services and/or Homeland Security.
