Job Summary

Under general supervision, performs highly responsible and complex financial and administrative support duties in planning, directing, and evaluating of library support services in accordance with policies established by the County and Library Board. Supervises the day-to-day operations of the library technology and information services, facilities operations and maintenance, outreach and marketing communications, and other administrative support duties.

Primary Duties and Responsibilities

The job description is subject to change at any time by the employer. Essential duties and responsibilities may include, but are not limited to, the following:

 

  • Assists in the planning and implementing of Library goals, objectives, policies and procedures; manages, organizes and directions implementation of specific activities, projects, plans and programs.
  • Directs, supervises, trains, and evaluates assigned staff; monitors workflow; reviews and evaluates work products, methods, and procedures; and works with employees to correct deficiencies, including implementing discipline and recommending termination.
  • Assists in the preparation of the Library’s annual budget document; participates in the forecast of additional funds needed for staffing, furniture, equipment, and supplies; administers and monitors assigned budget line items.
  • Monitors expenditures during the fiscal year and makes recommendations to the Director and Library Board as needed for budget modifications or additional funds. Ensures financial reporting and procedural compliance with all applicable Federal, State, and Local regulations as well as generally accepted governmental and accounting principles.
  • Provides professional and administrative support to library managers on matters including financial accounting, internal control, and accounting procedures; reviews internal controls for accounting processes and procedures and recommends changes as necessary.
  • Responsible, either directly or through subordinate employee, for the accurate and timely submission of payroll applying all pertinent aspects of the County’s Human Resources Policy Manual and federal wage and hour provisions.
  • Collects, analyzes, and prepares a variety of complex data and information; performs statistical analysis and summarizes findings from applicable reports, surveys, and other communication mediums. Produce timely and accurate periodic reporting as an essential management tool for the Library Director, County Library Board, and Teton County Board of County Commissioners.
  • Directs the planning and implementation of computer-based systems and IT technology services for patrons and staff.
  • Directs and manages operations, maintenance, and security of library facilities including development and maintenance of facility emergency policy and procedure manual, evacuation and safety procedures, and enforcement of patron and staff compliance. Coordinates problem resolution for all facility-related issues.
  • Coordinates the development and implementation of the Library’s community outreach and marketing strategies and activities; assist in the collection and evaluation of data utilizing community survey results, patron feedback, and statistical information; and reports on findings and trends.
  • Supports the relationship between the library staff and the general public by demonstrating courteous and cooperative behavior when interacting with visitors and library staff; maintains confidentiality of work-related issues and library information; performs other duties as required or assigned.

 

 
Position Requirements

Minimum Qualifications

 

Education and Experience:

  • Bachelor’s in accounting, public finance, public administration, business, or related field; AND five years’ of progressively responsible accounting and budgeting experience and two (2) years of supervisory experience related to areas of assignment; OR equivalent combination of education, training, and experience.

 

Required Knowledge of:

  • County and Library policies and procedures.
  • Principles and practices of public sector administrative management, including cost accounting, budgeting, purchasing, contract management, procurement procedures,
  • Principles and practices of supervision, training, personnel management, performance evaluation, and employee relations.
  • Government/Financial Accounting Standards Boards (GASB/FASB), and Government Finance Officers Association (GFOA) standards, practices, policies, rules, and regulatory reporting requirements.
  • Computers and related equipment, hardware and software for development and tracking of payroll, accounts payable and receivable, annual leave balances, tax preparation and journal entries.
  • Print, non-print, digital, and online information sources available from a wide variety of sources, including publishers, the internet, and library and vendor-based systems.
  • Techniques and practices for efficient and cost-effective management of resources.
  • Policies, rules, and regulations governing the conduct and safety of library facilities.
  • Customer service principles and practices.
  • Record keeping and records management rules and standards.

 

Required Skills in:

  • Managing and coordinating Public Library operations.
  • Setting priorities and coordinating multiple projects.
  • Interpreting and explaining federal and state rules and regulations, and County policies.
  • Analyzing problems, resolving disputes and grievances, and developing effective solutions.
  • Developing and managing Library budgets, policies, and procedures.
  • Supervisory, decision-making, leadership, team building, delegating tasks and authority, conflict resolution, and marketing skills.
  • Presenting and defending Library reports and information in public meetings.
  • Operating a personal computer utilizing a variety of standard and specialized software, including accounting software.
  • Establishing and maintaining effective working relationships with other staff, and the general public.
  • Communicating effectively verbally and in writing.

 

Physical Demands/Work Environment:

  • Work is performed in a standard office environment. Periodic offsite travel may be required.
  • Schedule may include evenings and weekends.
