Minimum Qualifications:

Bachelor’s degree in Human Resources, Public Administration or related field; supplemented by ten (10) years of progressively responsible experience in human resource administration to include leadership and supervisory experience; or any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this job.

Specific Knowledge, Skills, or Abilities: Must be able to demonstrate proficiency in performance of the essential functions and learn, comprehend, and apply all City or departmental policies, practices, and procedures necessary to function effectively in the position.

Description

Purpose of Classification:

The Director of HR administers a broad range of human resource management functions City-wide, including, employment relations, staffing and recruitment, compensation, employee benefits, policy and procedure development, training and development, performance management, and personnel records. This position is responsible for administrative oversight, visioning, leadership, planning, coordinating and control of the Human Resources Department.

Essential Functions:

The following duties are normal for this position. The omission of specific statements of the duties does not exclude them from the classification if the work is similar, related, or a logical assignment for this classification. Other duties may be required and assigned.

Supervises, directs, and evaluates assigned staff: develops and oversees employee work schedules to ensure adequate coverage and control; compiles and reviews timesheets; approves/processes employee concerns and problems and counsels or disciplines as appropriate; assists with or completes employee performance appraisals; directs work; acts as a liaison between employees and management; and trains staff in operations, policies, and procedures.

Organizes, prioritizes, and assigns work; prioritizes and schedules work activities in order to meet objectives; ensures that subordinates have the proper resources needed to complete the assigned work; monitors status of work in progress and inspects completed work; consults with assigned staff to assist with complex/problem situations and provide technical expertise; provides progress and activity reports to management; and assists with the revision of procedure manuals as appropriate.

Oversees the administration of City-wide human resources; directs City-wide personnel, policies, and procedures; advises Mayor and Council, City Manager, and appointing authorities regarding human resource practices and issues; prepares, recommends and enforces personnel policies; drafts and/or revises personnel policies and procedures as needed or requested; conducts internal investigations; resolves and recommends solutions to sensitive human resources issues.

Ensures compliance with all personnel laws and ordinances; reads, assimilates and disseminates information on changes in laws and regulations; analyzes impact of changes on City policies and procedures; creates and implements compliance processes or procedures; responds to internal and external requests for information regarding local, state and federal personnel laws and ordinances; ensures human resources information systems meet operating, legal and compliance standards.

Develops and implements guidelines for personnel transactions, such as hires, promotions, transfers, performance reviews and terminations; directs recruiting and selecting personnel; prepares, analyzes and revises job descriptions; directs screenings, interviews, background and reference checks; makes hiring and firing decisions and recommendations; maintains related documentation.

Directs and implements compensation program; oversees annual salary survey and develops salary budget; analyzes compensation trends; directs performance evaluation program and revises as necessary.

Directs, conducts and/or implements training programs to ensure compliance with regulations, policies or laws, to orient new employees, to increase employee effectiveness and engagement, to promote wellness, employee communication and employee recognition or other training; develops annual training and wellness activity calendar; conducts training or coordinates training events with outside vendors.

Develops, implements, and administers department budget; monitors expenditures for adherence to established budgetary parameters; prepares and submits invoices.

Attends various meetings, serves on committees, and makes presentations or speeches as needed; represents the City in all personnel-related matters involving employee organizations and unions.

Maintains a comprehensive, current knowledge of applicable laws/regulations; maintains an awareness of new products, methods, trends and advances in the profession; reads professional literature; maintains professional affiliations; attends workshops and training sessions as appropriate.

Processes a variety of documentation associated with department/division operations, within designated timeframes and per established procedures: receives and reviews various documentation, including assessments, budget documents, disciplinary reports and meeting minutes; reviews, completes, processes, forwards or retains as appropriate; prepares or completes various forms, reports, correspondence, and other documentation, including budget documents, business plans, and performance appraisals; compiles data for further processing or for use in preparation of department reports; and maintains computerized and/or hardcopy records.

Communicates with City officials and administrators, appointing authorities, subordinates, third party service contractors, the public and other individuals as needed to coordinate work activities, review status of work, exchange information, or resolve problems.
