Mission
Services include but are not limited to, acquisition and contract management, program management support, and other related workload requirements associated with the acquisition and administration of awarded contracts. The contractor shall accomplish a variety of acquisition and other related administrative services to complement the Government’s workplace capabilities.
Major responsibilities include (not all inclusive):
A 4-year course of study leading to a bachelor's degree with a major in any field, that includes or is supplemented by at least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods or organization.
At least 10 years specialized experience and must be Federal Acquisition Certification in Contracting (FAC-C) Contracting Level III certified (graduate level education may be substituted for years of experience or FAC-C Contracting Level III certification).
Exceptional knowledge of all phases of acquisition management.
Shall possess outstanding recent operational and managerial resource experience, and a diverse range of subject matter expertise in one or more relevant areas of the acquisition life cycle or program/project functional area, to include: purchasing/procurement, source selection, training, research, business process improvement, policy development, financial analysis, automated systems development/analysis/ implementation, federal government project or program management, federal statutes and regulations, acquisition or contracting management. Demonstrated record of professional excellence within multiple organizations in challenging management/team lead roles. In-depth understanding of state-of-the-art techniques and best practices.
Knowledge of price and cost analysis sufficient to review proposals against previous history, actual and estimated expenditures, and established rates to determine price reasonableness or to determine a negotiation position.
Knowledge of the methods and techniques of fact-finding, analysis, and resolution of complex problems, and the ability to develop concrete action plans to solve problems.
Exceptional knowledge of Federal contracting principles (Federal Acquisition Regulation (FAR) and Defense Federal Acquisition Regulation Supplement (DFARS), DoD Directives and Instructions, laws, regulations and procedures.
Demonstrated ability to provide expert technical advice, staff coordination and consultation to foster formulating guidelines, implementing new developments, and providing expert interpretation
Perform HR related functions including tracking and approving time sheets, PTO, travel, and required trainings, and maintain staffing according to PWS.
