Early Intervention and Diversion (EIDC) Center Program Supervisor- ACI 


The Early Intervention and Diversion (EIDC) Center Program Supervisor's primary function is to oversee a variety of diversion assessment services for the Cuyahoga County Juvenile Court Early Intervention and Diversion Center (EIDC). Under this umbrella is also Project CALM (Coordinated Approach to Low-risk Misdemeanors). CALM is a combined effort by Cuyahoga County Juvenile Court and Applewood Centers to provide alternatives and true diversion from the juvenile justice system for youth being served in Cuyahoga County. The EIDC and CALM seeks to intervene with youth who are engaged with law enforcement for misdemeanors and low level felonies to provide assessments and linkages the youth to needed mental health services in their communities.

The Supervisor will work with entities in our community to secure referrals to our programs and to promote Applewood services. He or she will be able to converse intelligently with a wide variety of audiences including government, educational, legal, and direct consumers and their families. Supervisor provides guidance, instruction and direct supervision to community assessment teams, who assess youth involved with Cuyahoga County Juvenile Justice system, develop safety plans when necessary and ensure the proper placement of youth throughout our array of treatment services, or referral to services of other agencies, if appropriate. CALM staff provides services 24/7 and will require on-call phone coverage on a rotational basis as well as nights and weekends are required for this position.

If needed, Supervisor will also provide limited mental health assessments to identified youth and linkages to appropriate mental health services. Supervisor may also need to assist with on-call phone coverage. Supervisor will maintain data on numbers served and report monthly and quarterly to courts and community stakeholders.


  1. Clinical assessment, based on verbal, written, and face-to-face interview to determine appropriate level of treatment for youth diverted to the EIDC.
  2. Determine the most appropriate Agency program to suit the youth's needs.
  3. Ensure proper funding of all cases before referring for services.
  4. Face-to-face admission with clients and guardian as appropriate. Entails completing all required clinical and administrative paperwork. Review of MAYSI and CCJC journal entries.
  5. Make recommendations of agencies in the community if Applewood is unable to cover the needed service(s).
  6. Clinical and administrative supervision of EIDC Community Assessment Team and CALM.
  7. Assist with coverage of program on call.
  8. Administer, track, and submit ADAMHS Board and BHJJ required outcome measures in accordance with program standards.
  9. Responsible for communication and service coordination with ADAMHS Board, Magistrates, Probation, Detention, and other Juvenile Court Staff.
  10. Participate in program administration and clinical treatment teams, including internal agency, ADAMHS Board, and Juvenile Court Committees.
  11. Assist Juvenile Court staff in ensuring successful follow up and linkage for youth and families.
  12. Educate and train police, community agency, Applewood staff, and Juvenile Court staff on EIDC services and procedures.
  13. Provide information on services to outside agencies, referral sources, and managed care companies across the county, as well as other forms of current and prospective purchasers of services, including educational partners, families, their guardians, attorneys, and representatives.
  14. Maintain contact with key persons from various agencies through face-to-face meetings, phone, mail, e-mail, or other electronic media, in order to keep agencies informed of available services and to maintain awareness of referral source needs.
  15. Plan, strategize, identify, and report trends and service needs from and about prospective customers.
  16. Develop and maintain referral source database and waitlist.
  17. Responsible for oversight of program staffing and shift coverage.


  • Minimum Master's Degree in Social Work or Counseling.
  • Valid Independent Ohio Social Work or Professional Clinical Counselor license required. LISW-S or PCC-S preferred.
  • Strong clinical skills including expertise in juvenile justice, systemic family therapy, crisis intervention, family education, behavioral interventions, and substance use treatment.
  • Ability to perform job responsibilities with a high degree of initiative and independent judgment.
  • Demonstrated oral and written communication skills and effective interpersonal skills.
  • 3 years' experience in clinical diagnosis and assessment.
  • 3-5 years' experience in mental health field.
  • Experience working with children, adolescents and their families.
  • Sensitivity in relating to persons of varying backgrounds and demonstrate ability to work with diverse groups of people possessing various strengths, aptitudes, and abilities.
